Шляхи повоєнної відбудови транспортної галузі України та аспекти її сталого розвитку

Abstract

UA: Стаття присвячена аналізу основних проблем функціонування вітчизняної транспортної галузі в сучасних військових умовах та розробленню практичних рекомендацій щодо напрямів її повоєнної відбудови. Доведено, що необхідність забезпечення сталого розвитку транспортної галузі обумовлюється її надзвичайно важливим значенням для держави у питаннях розв’язання існуючих викликів та проблем сьогодення, а саме: російська військова агресія та запровадження воєнного стану в країні, тимчасова окупація територій та гуманітарна криза; пандемія; соціально-економічна криза; екологічні проблеми; глобальні кліматичні зміни.

EN: The article is devoted to the analysis of the main problems of the functioning of the domestic transport industry in modern military conditions and the development of practical recommendations on the directions of its post-war reconstruction. It is argued that the need to ensure the sustainable development of the transport industry is due to its extremely important importance for the state in solving the existing challenges and problems of today, namely: Russian military aggression and the introduction of martial law in the country, temporary occupation of territories and humanitarian crisis; pandemic; socio-economic crisis; environmental problems; global climate change. It is proved that theemergency industry (together with the relevant transport infrastructure) is of great economic, political, social and military importance for any country, provides the possibility of developing new territories and deposits, contributes to increasing labor productivity and improving the life of the population, etc. It has been established that in modern conditions in Ukraine there is a crisis level of development of the transport industry, and one of the main reasons for this state of affairs is martial law in the country, systemic underfunding, insufficient maintenance of infrastructure and transport, technical backwardness of the industry, which threatens not only to perform its relevant socio-economic functions, but also to the national security of Ukraine. That is, in modern conditions, the general level has significantly decreased socio-economic development of the country, which is associated with Russian military aggression and global pandemic.
