Концептуальні аспекти еколого-економічного управління розвитком підприємств залізничного транспорту в умовах екологізації

Abstract

UA: Встановлено, що світова екосистема перебуває в стані глибокої екологічної кризи. Виявлено, що значного екологічного збитку завдає транспорт, зумовлюючи викиди в атмосферу і споживаючи природні ресурси. Обмеженість реалізації екоорієнтованих заходів підприємствами залізничного транспорту і не використання останніми потенціалу екологічності даного виду транспортного сполучення обумовило доцільність розгляду напрямів та інструментів економічного управління розвитком підприємств залізничного транспорту з урахуванням принципів екологізації транспортного сектору. Досліджено еволюцію становлення парадигми сталого зростання як на світовому, так і на національному та підприємницькому рівні. На основі ґрунтовного дослідження пропозицій вчених щодо провадження екологічно орієнтованої політики розроблено концепцію еколого-економічного управління розвитком підприємств залізничного транспорту в умовах екологізації економіки, яка визначає мету, цілі, ключові завдання еколого-економічного управління їх діяльністю та етапи впровадження екоорієнтованих заходів.

EN: It has been established that the world ecosystem is in a state of deep ecological crisis, which is reflected in climate change, the gradual loss and problem of preserving biodiversity, environmental pollution and the continued use of irrational consumption models. It was found that transport causes significant environmental damage, causing significant emissions into the atmosphere and consuming a significant amount of natural resources. The limited implementation of eco-oriented measures by railway transport enterprises and the latter's failure to use the environmental potential of this type of transport justified the expediency of considering directions and tools of economic management of the development of railway transport enterprises, taking into account the principles of greening of the transport sector. The evolution of the formation of the paradigm of sustainable growth at the global, national, and entrepreneurial levels has been studied. Analyzing the processes of formation and development of global and national initiatives for balanced growth, as well as trends in the economic, social and environmental activities of domestic railway transport enterprises, a significant time gap and improper consideration of global trends and successful practices of ensuring sustainable growth in strategies and programs for achieving balanced development of Ukraine and national economy, including railway transport. On the basis of a thorough study of the proposals of scientists regarding the implementation of an ecologically oriented policy, the concept of ecological and economic management of the development of railway transport enterprises in the conditions of ecologization of the economy was developed, which defines the purpose, goals, key tasks of ecological and economic management of their activities and the stages of the implementation of ecologically oriented measures.
