Сучасні тенденції та перспективи управління інвестиційними витратами на залізничному транспорті

Abstract

UA: Дослідження процесів забезпечення сталого розвитку бізнес-суб‘єктів дозволило дійти висновку, що попри тривалий час реалізації останніх поки не вдалося досягти суттєвого прогресу в досягненні цілей стійкого зростання, зберігається значна неоднорідність темпів поширення сталих ініціатив у світі. Результати обговорення ключових глобальних викликів на Всесвітньому економічному форумі 2025 року засвідчили, що і до нині значне схвилювання викликають світові викиди вуглецю, економічна нерівномірність розвитку окремих територій та країн і уповільнення темпів реалізації ініціатив, спрямованих на забезпечення довгострокового стійкого розвитку. Обґрунтовано доцільність дослідження сучасних тенденцій та перспектив управління інвестиційними витратами на залізничному транспорті в аспекті реалізації останнім практики сталого господарювання. З‘ясовано, що в останні роки залізниці стикаються з проблемою постійного нарощення витрат як операційного, так й інвестиційного характеру. Виявлено, що виникнення такої проблеми зумовлено впливом як загалом інфляції та подорожчанням енергоносіїв, так і безпосередньо високою вартістю модернізації залізничної інфраструктури і впровадження технологій, спрямованих на екологізацію діяльності залізничного транспорту. Доведено, що реалізація цифрових та екологічних проєктів і задоволення зростаючих операційних потреб підприємств залізничного транспорту потребує перегляду підходів до управління їх інвестиційними витратами і пошуку нових джерел фінансування як поточної діяльності, так і стратегічних проєктів. Розглянуто інноваційні зміни на ринку інвестицій і сформовано пропозиції щодо застосування екоорієнтованих інструментів інвестування, зокрема таких як зелені облігації, вуглецеві кредити, фонди сталого розвитку тощо.

EN: The study of the processes of ensuring sustainable development of business entities allowed us to conclude that, despite the long period of implementation of the latter, significant progress has not yet been achieved in achieving the goals of sustainable growth, and significant heterogeneity in the pace of the spread of sustainable initiatives in the world remains. As evidenced by the results of the discussion of key global challenges at the World Economic Forum in 2025, significant excitement is still caused by global carbon emissions, economic inequality in the development of individual territories and the country, and the slowdown in the pace of implementation of initiatives aimed at ensuring long-term sustainable development. The feasibility of studying modern trends and prospects for managing investment costs in railway transport in terms of implementing sustainable management practices by the latter is substantiated. It was found that in recent years, railways have been faced with a serious problem of constantly increasing costs, both operational and investment in nature. It was found that the emergence of such a problem is due to the influence of both general inflation and the rise in energy prices, and directly to the high cost of modernizing railway infrastructure and technologies aimed at greening railway transport activities. It is proven that the implementation of digital and environmental projects and meeting the growing operational needs of railway transport enterprises requires a review of approaches to managing investment costs and finding new sources of financing for both current activities and strategic projects. Innovative changes in the investment market were considered and proposals were made for the use of eco-oriented investment instruments, in particular such as green bonds, carbon credits, sustainable development funds, etc. It was found that green bonds are becoming increasingly widespread as a financial instrument to support the implementation of sustainable development projects, in particular in the field of railway transport. They are used to finance projects related to renewable energy, environmentally friendly transport and energy efficiency. That is, investors understand both the financial returns and the significant environmental benefits of such investments in the long term.
