Cross-sectoral solutions for reducing logistics costs under military threats

Abstract

The full-scale war against Ukraine has radically transformed the operating environment of the national transport and logistics systems, exposing their structural dependence on energy imports, centralized supply chains, and fragmented information infrastructure. Disruptions in logistics corridors, fuel shortages, and the destruction of transport hubs have led to unprecedented growth in logistics costs for both public and private enterprises. Traditional cost-management approaches, which rely on stable transport infrastructure and predictable market conditions, have proven ineffective under conditions of high uncertainty, infrastructural destruction, and security risk.
