Фінансове забезпечення повоєнної відбудови України

Abstract

UA: Актуальність теми дослідження зумовлена безпрецедентними викликами повоєнної відбудови України, яка потребує ефективної мобілізації та використання фінансових ресурсів для відновлення критичної інфраструктури, соціальної сфери та економічного потенціалу країни. Фінансове забезпечення відбудови є ключовою передумовою збереження економічної стійкості держави, підтримки інвестиційної привабливості, розвитку транспортної системи та забезпечення безперервного функціонування національної економіки в умовах воєнних ризиків та геополітичних викликів. Мета кваліфікаційної роботи полягає у дослідженні теоретичних основ та практичних засад фінансового забезпечення повоєнної відбудови України. Об’єктом дослідження є процес фінансового забезпечення повоєнної відбудови України. Предметом дослідження є теоретичні та практичні засади фінансового забезпечення повоєнної відбудови. Методи дослідження включають монографічний, системний та ситуаційний підходи, методи аналізу і синтезу, графічний метод. Інформаційною основою дослідження є нормативно-правові акти України, наукові праці спеціалістів з питань фінансового забезпечення повоєнної відбудови, наукові публікації, звіти RDNA1-RDNA4 Світового банку, програми Ukraine Facility ЄС, IMF EFF, дані Міністерства фінансів України, ЄБРР, ЄІБ, електронні ресурси мережі Інтернет.

EN: The relevance of the research topic is driven by the unprecedented challenges of Ukraine's post-war reconstruction, which requires efficient mobilization and utilization of financial resources for the recovery of critical infrastructure, the social sphere, and the country's economic potential. Financial support for reconstruction is a key prerequisite for maintaining the state's economic resilience, enhancing investment attractiveness, developing the transportation system and ensuring the continuous functioning of the national economy amid war risks and geopolitical challenges. The purpose of the qualification work is to investigate the theoretical foundations and practical principles of financial support for Ukraine's post-war reconstruction. The object of the research is the process of financial support for Ukraine's post-war reconstruction. The subject of the research is the theoretical and practical foundations of financial support for post-war reconstruction. The research methods include the monographic method, systemic and situational approaches, methods of analysis and synthesis, and the graphical method. The information base of the research comprises regulatory and legal acts of Ukraine, scientific works of specialists on financial support for post-war reconstruction, scientific publications, RDNA1-RDNA4 reports by the World Bank, Ukraine Facility programs of the EU, IMF EFF, data from the Ministry of Finance of Ukraine, EBRD, EIB, and electronic resources available on the Internet.
