Сталий розвиток регіонів України: роль екоіндустріальних парків

Abstract

UA: У статті розглядаються екоіндустріальні парки як один із ключових інструментів забезпечення сталого розвитку регіонів. Підкреслюється, що їхнє створення та ефективне функціонування не лише сприяє модернізації промислових потужностей, а й відкриває нові горизонти для підвищення інвестиційної привабливості територій, розвитку інноваційної інфраструктури та екологізації виробничих процесів. Визначено пріоритетні завдання, необхідні для формування екоіндустріальних парків як інституційної основи сталого промислового розвитку регіонів України. Особливу увагу приділено впровадженню в діяльність екоіндустріальних парків концепції ощадливої Індустрії 4.0, яка передбачає цифровізацію виробничих процесів та дозволяє моніторити екологічні показники в реальному часі, оптимізувати логістичні та виробничі процеси, підвищити прозорість та ефективність управління ресурсами.

EN: The article considers eco-industrial parks as one the key tools for ensuring sustainable development regions. The main conceptual approaches to defining the essence eco-industrial parks are analyzed, the generalization which allows us to interpret them as a cluster production and service enterprises located on a common territory and united by a common goal - increasing economic, social and environmental efficiency through cooperation mechanisms. A key characteristic eco-industrial parks is the presence an integrated resource management system that ensures the mutual exchange waste, by-products, energy and water resources between park participants, contributing to the optimization production processes and reducing the negative impact on the environment. It is emphasized that the creation and effective functioning of ecoindustrial parks not only contributes to the modernization of industrial facilities, but also creates the prerequisites for increasing the investment attractiveness territories, the development innovative infrastructure and the greening production processes. The priority tasks necessary for the formation eco-industrial parks as an institutional basis for sustainable industrial development the regions Ukraine are outlined. These tasks include: developing regional roadmaps for the creation of eco-industrial parks and the transformation of existing industrial clusters; introducing financial incentives for enterprises implementing energy-saving technologies Industry 4.0; enhancing interregional cooperation and the exchange best practices; integrating eco-industrial parks into nationwide programs for environmental modernization and digitalization; creating regional offices to attract business and investors; simplifying administrative procedures related to the construction and operation eco-industrial parks. Special attention is paid to the implementation the concept lean Industry 4.0 in the activities ecoindustrial parks, which involves the digitalization production processes, real-time monitoring environmental indicators, optimization logistics and production chains, as well as increasing the transparency and efficiency resource management.
