Методи удосконалення системи економічної безпеки підприємства залізничного транспорту в сучасних умовах

Abstract

UA: В умовах триваючої військової агресії з боку Російської Федерації Україна стикається з критичним зниженням ділової активності та дестабілізацією функціонування ключових секторів економіки, що суттєво обмежує можливості довгострокового стратегічного планування. Зазначені тенденції негативно впливають на конкурентоспроможність України на міжнародному ринку. Для обґрунтування та формулювання стратегічних пріоритетів розвитку систем економічної безпеки вітчизняних залізничних підприємств вимагається проведення комплексного аналізу практики провідних світових залізничних операторів та їхніх систем економічної безпеки. Метою такого аналізу є ідентифікація методологічних прогалин і розробка системи ключових напрямів трансформації, що базується на світовому передовому досвіді та положеннях Стратегії, затвердженої в АТ «Укрзалізниця». Такий методичний підхід дозволить підприємству адаптуватися до кризових умов, забезпечуючи його стійке функціонування та стратегічний розвиток. В роботі приділено увагу розробці методів удосконалення економічної безпеки підприємства, що дозволяють побудувати діючу систему основних напрямів, що вимагають реформ у роботі АТ «Укрзалізниця» в умовах ризиків та невизначеності зовнішнього середовища.

EN: Under the ongoing military aggression of the Russian Federation, Ukraine is facing a critical decline in business activity and destabilization of key economic sectors, which significantly limits the possibilities for long-term strategic planning. This situation necessitates urgent implementation of innovative transformations and organizationaleconomic reforms across nearly all spheres of economic activity, including the railway transport sector. Moreover, the current geopolitical environment complicates the access of domestic products to international markets. This challenge is particularly acute for railway transport enterprises, which perform an essential integrative function by ensuring connectivity between the internal sectors of Ukraine’s economy and its international economic relations. An additional destabilizing factor is the intensification of stagnation processes within the industry, leading to a decrease in investment attractiveness for both national and foreign investors, as well as a reduction in the volume of transit transportation. These tendencies have a detrimental effect on Ukraine’s competitiveness in the global market. To substantiate and formulate strategic priorities for the development of economic security systems in domestic railway enterprises, a comprehensive analysis of the practices of leading global railway operators and their economic security systems is required. The purpose of such analysis is to identify methodological gaps and to develop a set of key transformation directions based on best international practices and the strategic framework adopted by JSC «Ukrzaliznytsia». The listed factors can have a differential impact on the level of stability of railway enterprises. Under certain conditions, each of them can become a key restraining or stimulating factor, while the degree of influence of these factors is subject to change. Such a methodical approach will allow the enterprise to adapt to crisis conditions, ensuring its sustainable functioning and strategic development.
