Розроблення стратегії екологічного розвитку підприємств залізничного транспорту в умовах становлення моделі циркулярної економіки

Abstract

UA: У статті проаналізовано заходи підприємств залізничного транспорту у сфері провадження міжнародних стандартів сталого зростання. Ідентифіковано ключові причини низького рівня екологічного розвитку підприємств залізничного транспорту України. Сформовано стратегію екологічного розвитку підприємств залізничного транспорту, що визначає мету, принципи та передбачає реалізацію таких напрямів екологічної модернізації підприємств галузі, як декарбонізація та енергоефективність, цифровий екологічний моніторинг, використання «зелених» стандартів інфраструктури, управління екологічними ризиками та життєвим циклом активів.

EN: The article analyzes the measures of railway transport enterprises in the field of implementation of international standards of sustainable growth. It is determined that measures for the ecological development of railway transport in Ukraine are fragmentary, which is due to the limited financial capabilities of the industry and the low level of interest of investors in supporting infrastructure projects in wartime conditions, the lack of a coherent regulatory and strategic framework, as well as insufficient integration of environmental criteria into strategic planning processes. The key reasons for the low level of ecological development of railway transport enterprises in Ukraine are identified and it is concluded that the policy of ecological transformation currently has the character of point solutions and local projects, which leads to the lack of a systemic effect and limited effectiveness in achieving the strategic goals of ecological growth of the industry. A strategy for the ecological development of railway transport enterprises has been formed, which defines the goal, principles and provides for the implementation of such areas of ecological modernization of enterprises in the industry as decarbonization and energy efficiency, digital environmental monitoring, the use of "green" infrastructure standards, environmental risk management and asset life cycle. The main goal of this strategy is the transformation of enterprises in the industry into a low-carbon, resource-efficient and environmentally safe system capable of ensuring the stability of transportation, sustainable operation of infrastructure and compliance with international environmental safety standards based on the implementation of an eco-oriented management model that integrates environmental indicators into strategic planning, operational activities and technological innovations. It is argued that the implementation of this strategy will allow the formation of a positive image of railway transport enterprises as socially responsible and innovative business entities, the principles of whose activities are harmonized with modern European and international environmental standards, thereby ensuring an increase in the competitiveness of the industry in the global transport and logistics market.
