Сталий розвиток як нова парадигма глобальних суспільних трансформацій в умовах цифровізації

Abstract

UA: У статті узагальнено теоретичні підходи до розуміння сталого розвитку та обґрунтовано його сучасне тлумачення як нової парадигми глобальних суспільних трансформацій в умовах цифровізації. Показано, що традиційне розуміння сталого розвитку через економічну, соціальну та екологічну складові зберігає наукову цінність, однак уже не охоплює повною мірою процеси, які визначають довготривалу суспільну стійкість на нинішньому етапі. Розкрито вплив цифрової трансформації, даних, платформених рішень, штучного інтелекту, інституційних змін, публічного управління та освіти на зміну умов суспільного розвитку. Обґрунтовано подвійний характер цифрових змін, які поряд із новими можливостями для аналітики, координації, доступу до послуг і знань посилюють технологічну залежність, цифрову нерівність та інституційну вразливість. Зроблено висновок, що сталий розвиток у сучасних умовах доцільно розглядати як широку аналітичну рамку, у межах якої економічні, соціальні, екологічні, інституційні, освітні та цифрові процеси формують основу довготривалої стійкості суспільства.

EN: The article generalizes theoretical approaches to understanding sustainable development and substantiates its contemporary interpretation as a new paradigm of global societal transformations under conditions of digitalization. It is argued that the traditional understanding of sustainable development through economic, social, and environmental components still retains analytical value, yet no longer fully explains the processes that determine long-term social stability in the current stage of development. The spread of digital technologies, the growing role of data, the expansion of platform solutions, the acceleration of innovation cycles, and the active implementation of artificial intelligence in the economy, education, public administration, and service provision significantly transform the environment in which social development takes place. The study demonstrates that sustainable development should be interpreted within a broader analytical framework that includes institutional quality, the digital organization of social processes, the educational reproduction of competencies, and the ability of the state and society to operate effectively with information in an environment of rapid and uneven change. Particular attention is devoted to the contradictory nature of digital transformation. On the one hand, digital technologies and artificial intelligence expand the possibilities of analytical support for decision-making, improve resource management, increase service efficiency, broaden access to knowledge, and create new conditions for communication and public interaction. On the other hand, they intensify technological dependence, deepen digital inequality, reproduce new forms of social differentiation, and expose the limitations of existing institutions. It is established that these contradictions are especially visible in the sphere of public administration and in the use of artificial intelligence, where the social effect depends on the quality of data, algorithmic transparency, the boundaries of responsibility, and the preservation of human control over decisions. The article also emphasizes the growing role of education, which is considered not only as a sphere of knowledge transmission but also as a mechanism for reproducing competencies, analytical culture, and responsible behavior necessary for long-term societal resilience. The author concludes that sustainable development in the twenty-first century should be considered as a broad paradigm of global societal transformations, within which economic, social, environmental, institutional, educational, and digital processes form an integrated basis for long-term social stability, adaptability, and governance.
