Елітарна теорія економічного розвитку: концептуальна архітектура, системні обмеження та застосування для оцінки якості еліт в Україні

Abstract

UA: У статті здійснено критичний аналіз елітарної теорії економічного розвитку (ETED). Розкрито концептуальну архітектуру Індексу якості еліт як інструменту ETED, що базується на дихотомії створення та вилучення вартості. Окрему увагу приділено кореляції ETED із концепцією інклюзивного капіталізму. Проведено комплексну оцінку ситуації в Україні за новими даними індексу EQx (2021-2025 рр.), що дозволило виявити «інституційну пастку», у якій опинилася національна елітна система: поєднання високої економічної відкритості та інноваційного потенціалу з низькою якістю політичних інститутів. Визначено системні недоліки теорії ETED, зокрема її неокласичний редукціонізм, ігнорування духовного капіталу та методологічне зміщення в бік утилітаризму. Обґрунтовано висновок про те, що EQx є ефективним діагностичним інструментом, проте його теоретичне підґрунтя потребує суттєвої корекції шляхом інтеграції соціокультурної парадигми, що узгоджує діяльність еліт з духовно-моральним кодексом.

EN: The article provides a rigorous critical analysis of the Elite Theory of Economic Development (ETED) formulated in the 2025 monograph by T. Casas-Klett, "Towards an Elite Theory of Economic Development: An Investigation of Sustainable Value Creation." The study reveals the conceptual architecture of the Elite Quality Index (EQx) as the primary instrument for quantifying elite "quality," defined as the coordination capacity of dominant coalitions. The theory’s core rests on the dichotomy between first-order productive "Value Creation" and second-order redistributive "Value Extraction" (rent-seeking). A key focus is the conceptual convergence of ETED with Klaus Schwab’s "Stakeholder Capitalism." Both paradigms advocate for a transition where elites evolve from "rent extractors" into "guardians of the common good," internalizing environmental and social externalities through "weighted structural reforms." The empirical section evaluates Ukraine’s status using the latest EQx 2025 datasets and the "State of Elites" matrix. Ukraine is identified in Quadrant 4 as "Striving Elites," employing an "Absent Leviathan" strategy. This state reflects a persistent "institutional trap": while the country has achieved global leadership in government digitalization (ranking 5th in the UN Online Service Index), weak political institutions and chronic corruption (104th in CPI 2025) hinder the overall progress. The analysis shows that "digital elites" create value, yet traditional extractive coalitions maintain the "Absent Leviathan" status, preventing a leap to "Enlightened Elites." The paper identifies several "false positions" and systemic flaws within ETED. These include neoclassical reductionism (viewing human behaviour solely through utility maximization) and the neglect of "spiritual capital" as an independent driver of development. Furthermore, ETED’s rejection of moral absolutism in favour of an ethical logic of "weighing and compensation" is critiqued for risking moral relativism. The conclusion emphasizes that while EQx is a powerful diagnostic tool, its theoretical foundation requires correction by integrating a socio-cultural paradigm that aligns elite agency with the spiritual-moral code.
