Формування інтегрованої екосистеми екологоорієнтованого управління ресурсним потенціалом підприємств залізничного транспорту

Abstract

UA: У статті розглянуто концептуальні засади формування інтегрованої екосистеми екологоорієнтованого управління ресурсним потенціалом підприємств залізничного транспорту як інноваційної моделі сталого розвитку галузі. Обґрунтовано архітектуру екосистеми, яка включає п’ять взаємопов’язаних блоків: інституційний (нормативно-правове регулювання), економічний (фінансово-економічне стимулювання), технологічний (цифрова інфраструктура та інновації), інформаційноаналітичний (підтримка управлінських рішень) та кадрово-організаційний (людський капітал). Кожен із блоків виконує специфічні функції, спрямовані на забезпечення ефективного, екологічно відповідального та соціально орієнтованого управління ресурсами. Особливу увагу приділено цифровим інструментам управління, які забезпечують високоточний моніторинг, прогнозування екологічних ризиків та оптимізацію ресурсоспоживання в режимі реального часу. Запропонована модель інтегрованої екосистеми екологоорієнтованого управління ресурсним потенціалом підприємств залізничного транспорту дозволяє інтегрувати екологічні принципи у всі рівні управлінських рішень, сприяє підвищенню енергоефективності, зниженню екологічного сліду та формуванню екологічної культури на підприємствах.

EN: The article considers the conceptual principles forming an integrated ecosystem environmentally-oriented management the resource potential railway transport enterprises as an innovative model sustainable development the industry. The architecture of the ecosystem is substantiated, which includes five interconnected blocks: institutional, economic, technological, information and analytical, and personnel and organizational. The institutional block covers regulatory and legal regulation and the formation of sustainable development policies, which determine the framework conditions for the functioning enterprises in the field environmental responsibility. The economic block provides financial and economic stimulation of environmental innovations, including mechanisms for investment support, “green” financing, and economic motivation personnel. The technological block focuses on the development digital infrastructure and the implementation of innovative solutions that contribute to reducing energy consumption, optimizing rolling stock, and modernizing engineering systems. The information and analytical block performs the function supporting management decisions, providing high-precision monitoring, forecasting environmental risks, and optimizing resource consumption in real time. The personnel and organizational unit is focused on the development human capital, the formation an environmental culture and the improvement personnel competencies in the field of sustainable management. Particular attention is paid to digital management tools, the use which allows railway transport enterprises to make the transition to data-based management, which provides the ability to predict environmental risks, timely adjust operational plans, optimize traction modes and manage the life cycle assets. The proposed model of an integrated ecosystem environmentally friendly management of the resource potential railway transport enterprises allows integrating environmental principles into all levels management decisions. It contributes to increasing energy efficiency, reducing the ecological footprint, forming an environmental culture at enterprises and creates conditions for the long-term competitiveness the industry in the context of global challenges f sustainable development.
