Особливості фінансування та реалізації екоорієнтованих проєктів на залізничному транспорті

Abstract

UA: Однією з ключових сфер, що потребують трансформації, є транспорт, на який нині припадає значна частка викидів парникових газів, шумового забруднення та споживання невідновлюваних ресурсів. При цьому особливої уваги з точки зору підвищення екологічності транспортної галузі заслуговує залізничний транспорт, який завдяки своїй енергоефективності та низьким рівнем викидів є стратегічно важливим елементом екологічної трансформації транспортної системи. Зважаючи на екологічний потенціал залізничного транспорту в контексті глобального переходу до кліматично нейтральної економіки і його ключову роль у реалізації стратегічних ініціатив зі скорочення викидів, досліджено процеси фінансування та реалізації екоорієнтованих проєктів у залізничній галузі. Проаналізовано світовий досвід практичного втілення та фінансування екологічних ініціатив залізничними компаніями. Ідентифіковано бар’єри на шляху залізничних компаній до повноцінного використання потенціалу «зелених» інструментів фінансування проєктів. Виявлено, що найбільш поширеним інвестиційним інструментом є зелені облігації та позики, які передбачають цільове використання коштів на екологічно сталий розвиток. Розкрито сутність та види екоорієнтованих фінансових інструментів, їх переваги та можливості з точки зору практичного застосування. У відповідь на потребу забезпечення довгострокової ефективності та адаптивності екопроєктів запропоновано застосування концепції резильєнтності. Визначено ключові компоненти механізму фінансування та реалізації еко-орієнтованих проєктів на засадах резильєнтності (інституційну, інфраструктурну, кадрову, освітню стійкість, технологічну адаптивність і фінансову гнучкість). Доведено, що така синергія перелічених компонентів забезпечить здатність залізничного сектору ефективно реагувати на зовнішні виклики, зберігаючи екологічну спрямованість, інвестиційну привабливість і соціальну значущість.

EN: Today, humanity is at the epicenter of escalating climate threats and growing ecological instability, which is manifested in changing temperature regimes, reducing biodiversity and increasing risks to public health. Today, environmental threats are no longer limited to local manifestations – they have acquired a global scale, forcing most countries to rethink strategic priorities and put sustainable development at the center of political and economic planning. One of the key areas requiring transformation is transport, which currently accounts for a significant share of greenhouse gas emissions, noise pollution and consumption of non-renewable resources. At the same time, special attention deserves from the point of view of increasing the environmental friendliness of the transport sector to railway transport, which, due to its energy efficiency and low emissions, is a strategically important element of the ecological transformation of the transport system. However, the transition to electrified and modernized railway networks, the development of high-speed connections and integration with other types of sustainable transport require significant capital investments. Given that the financing of environmentally friendly projects in the transport sector, in particular in the railway sector, is a decisive factor for the implementation of sustainable initiatives, reducing the negative impact on the environment and forming a new mobility model, attention should be paid to the study of modern models and mechanisms for financing environmental initiatives. The world experience of implementing and financing environmental initiatives by railway companies is analyzed. Barriers to railway companies' full use of the potential of “green” project financing instruments are identified. It was found that the most common investment instrument is green bonds and loans, which provide for the targeted use of funds for environmentally sustainable development. The essence and types of eco-oriented financial instruments, their advantages and possibilities from the point of view of practical application are revealed. In response to the need to ensure long-term effectiveness and adaptability of eco-projects, the application of the concept of resilience is proposed. The key components of the mechanism for financing and implementing eco-oriented projects on the basis of resilience are identified (institutional, infrastructural, personnel, educational sustain-ability, technological adaptability and financial flexibility). It is proven that such a synergy of the listed components will ensure the ability of the railway sector to effectively respond to external challenges, while maintaining environmental focus, investment attractiveness and social significance.
