Організація роботи прикордонної станції Ч на основі ризик-орієнтованих технологій

Abstract

UA: Об'єкт дослідження передавальної станції. - процес функціонування прикордонноМетою дослідження є — удосконалення функціонування прикордонної передавальної станції в умовах виникнення потенційних ризиків руйнування її інфраструктури з урахуванням вимог інтероперабельності. Роботу присвячено реалізації і формуванню ризик-орієнтованої технології при управлінні роботою прикордонно-передавальної станції з урахуванням вимог інтероперабельності. Для формалізації ризик-орієнтованої технології запропоновано оптимізаційну математичну модель із цільовою функцією у вигляді суми експлуатаційних витрат та ризикової складової, що враховує наявність на станції вагонів із небезпечними та спеціальними вантажами в умовах потенційної небезпеки руйнування залізничної інфраструктури. Система обмежень враховує технічні і технологічні умови роботи прикордонно-передавальної станції. Для вирішення сформованої оптимізаційної моделі використано апарат генетичних алгоритмів. Ризик-орієнтовану технологію роботи запропоновано інтегрувати до складу задач інформаційно-керуючої системи прикордоннопередавальної станції у вигляді розподілених систем підтримки прийняття рішень на автоматизованих робочих місцях причетного оперативного персоналу. Для реалізації розвитку інтероперабельності на рівні прикордонних передавальних станцій та на рівні регіональних філій запропоновано низку технічних, технологічних та інформаційних заходів.

EN: The object of the research is the operational process of a border transfer railway station. The purpose of the research is to improve the operation of a border transfer railway station under potential risks of infrastructure destruction while taking into account interoperability requirements. The thesis is devoted to the development and implementation of a riskoriented technology for managing the operation of a border transfer railway station in compliance with interoperability requirements. To formalize the proposed risk-oriented technology, an optimization mathematical model has been developed with an objective function represented by the sum of operating costs and a risk component, which considers the presence of wagons carrying dangerous and special cargoes at the station under conditions of potential railway infrastructure destruction. The system of constraints reflects the technical and technological operating conditions of the border transfer railway station. A genetic algorithm approach has been employed to solve the proposed optimization model. The developed risk-oriented operational technology is proposed to be integrated into the information management system of the border transfer railway station as a distributed decision support system implemented at the automated workplaces of the operational personnel involved in station management. To facilitate the development of interoperability at both the border transfer station level and the level of regional railway branches, a set of technical, technological, and information measures has been proposed.
