Організаційно-ресурсне забезпечення машинобудівного комплексу національного господарства

Abstract

UA: Дисертацію присвячено вдосконаленню теоретичних положень та розробленню практичних рекомендацій щодо забезпечення розвитку потенціалу організаційно-ресурсного забезпечення машинобудівного комплексу в контексті створення базису інноваційної модернізації економіки України. Удосконалено концептуальні положення розвитку потенціалу організаційно-ресурсного забезпечення машинобудування, які розкривають мету, принципи, завдання та інструменти формування якісно нових характеристик його складових; розроблено комплексний підхід до формування середовища активізації інноваційної діяльності та розширеного відтворення матеріально-ресурсної бази машинобудування в умовах поглиблення соціально-економічної кризи в галузі на основі створення Центру розвитку потенціалу організаційно-ресурсного забезпечення підприємств машинобудування. Розкрито теоретичні засади розвитку потенціалу організаційно-ресурсного забезпечення комплексу машинобудування за рахунок доповнення авторським визначенням категорії «потенціал організаційно-ресурсного забезпечення машинобудівного комплексу», встановлення його складових та принципів формування й розвитку; систематизовано детермінанти розвитку потенціалу організаційно-ресурсного забезпечення машинобудівного комплексу України шляхом виділення чинників за рівнем впливу на складові потенціалу організаційно-ресурсного забезпечення; надано пропозиції щодо державного регулювання розвитку потенціалу організаційно-ресурсного забезпечення машинобудування. Разработаны концептуальные положения развития потенциала организационноресурсного обеспечения машиностроения, раскрывающих цели, принципы, задачи и инструменты формирования качественно новых характеристик его составляющих; представлен комплексный подход к формированию среды активизации инновационной деятельности и расширенного воспроизводства материально-ресурсной базы машиностроения в условиях углубления социальноэкономического кризиса в отрасли на основе создания Центра развития потенциала организационно-ресурсного обеспечения предприятий машиностроения. Раскрыты теоретические основы развития потенциала организационно-ресурсного обеспечения комплекса машиностроения за счет дополнения авторской формулировкой категории «потенциал организационноресурсного обеспечения машиностроительного комплекса», уточнения его составляющих и принципов формирования и развития; систематизированы детерминанты развития потенциала организационно-ресурсного обеспечения машиностроительного комплекса Украины путем выделения факторов по уровню влияния на составляющие потенциала организационно-ресурсного обеспечения; внесены предложения по государственному регулированию развития потенциала организационно-ресурсного обеспечения машиностроения. EN: The thesis is devoted to the improvement of theoretical fundamentals and the development of practical recommendations for ensuring the development of the potential of organizational and resource supply of the machine-building complex in the context of creating a basis for innovation modernization of the Ukrainian economy. On the basis of the analysis of the tendencies of the mechanical engineering world market functioning, the basic laws of its development, which form the basis of the postindustrial type of economic growth, have been expressed in the growth of the level of informatization, robotization, innovation, intellectualization, ecologization, and individualization of the machine-building industries and the spread of their productiontechnological integration and cooperation. It has been established that the deepening of the economic crisis in Ukraine is largely due to the reduction of the production volumes of the machine-building complex and therefore it requires the implementation of innovative transformations based on the development of a high-tech engineering sector. The thesis reveals the branch, interbranch and national levels of the influence of high-tech machine-building for the purpose of activating the processes of innovative modernization of the Ukrainian economy. The reasons for the low efficiency of functioning and development of the mechanical engineering by singling out the causes of exogenous and endogenous character have been systematized. This has given an opportunity to substantiate the need for a qualitative change in the capabilities and competences of machine-building enterprises in the system of organizational and resource support of the industry. On the basis of the analysis of the scientists’ views, the concept "potential of the organizational and resource supply of the machine-building complex" has been clarified in terms of organizational and resource capabilities and competencies of the mechanical engineering enterprises to provide the production of high-tech innovative products, identify its components, reveal the general and specific principles of its formation and development. It has been determined that for the implementation of modernization projects in the Ukrainian economy, it is necessary to have the potential of the organizational and resource support of machine-building enterprises at a level that meets the requirements of high-tech environment. A methodical approach to assessing the potential level of organizational and resource support for the machine-building complex enterprises has been suggested. Based on this methodology, the evaluation of the existing development level of the organizational and resource support potential for machine-building enterprises has been conducted, the results of which allowed to indicate the critical and low level of the development of its components, such as innovative, technotechnological and financial-investment ones. The determinants of the organizational and resource provision potential of the machine-building complex enterprises have been systematized by distinguishing the factors by the level of influence on its components. In particular, the factors of the global, national, industry level and the factors of the level of enterprises have been highlighted. Taking into account the development tendencies of the mechanical engineering world market and the reasons for the low efficiency of the domestic machine-building complex, the concept of the potential development of the organizational and resource support for mechanical engineering has been developed. It has been found out that for the formation of organizational and resource capabilities and competencies of the mechanical engineering enterprises in the field of the high-tech innovative production, it is necessary to create a single research and production environment in the industry. The creation of the Center for the potential development of the organizational and resource support for the mechanical engineering enterprises as an enabler of the innovation activity of the complex and the expanded reproduction of its material and resource base has been proposed. The purposes and functions of the Center have been presented; its organizational and functional model has been given. It has been proved that the processes of the qualitative change of the organizational and resource capabilities and competencies of machine building depend on the effectiveness of the tools of the state support and regulation of the complex. The disclosure of the theoretical basis of state regulation has allowed classifying the state regulation tools of the potential development of the organizational and resource provision of the machine-building complex on a functional basis. The state regulation mechanism of the potential development of the organizational and resource supply of mechanical engineering has been suggested. It comprehensively reveals the technology and tools of state regulation and support for the development of organizational and resource supply of the machine-building complex in such areas as activation of innovation activity, technical and technological development of the production base, formation of highly skilled personnel and favorable working conditions, improvement of financial and investment situation and stimulation of integration ties.
