Сучасний стан державного регулювання аграрного сектору економіки України

Abstract

UA: Досліджується сучасний стан рівня державної підтримки аграрного сектору економіки України. Аналізується динаміка обсягів та структури бюджетної підтримки впродовж останніх п’яти років. Розглядаються два методичні підходи до вимірювання ефективності впровадження регуляторних заходів державної підтримки. Методика дозволяє порівнювати національні показники аграрної політики за таким критерієм, як обсяги трансферів виробникам, споживачам і галузі в цілому, отримані в результаті здійснюваних державою регуляторних заходів. Проводиться порівняльний аналіз ефективності державної підтримки аграрної сфери в Україні та окремих країнах світу. Робиться висновок про недостатній рівень підтримки аграрної галузі. Як дієвий важіль підтримки аграрного сектору економіки України пропонується використовувати механізм державних дотацій та субсидій. EN: The current status of the state support of the agrarian sector of Ukrainian economy is under the investigation. The dynamics and structure of the budget support within the previous five years is analyzed. Two methodological approaches to evaluation of the effectiveness of regulating procedures of state support are considered. The methodology allows to compare the national indicators of the agrarian policy according to such criteria as volumes of transfers to producers, consumers and the branch in general, which were obtained as a result of regulating procedures implemented by the state. Comparative analysis of the agrarian branch state support in Ukraine and some other countries is carried out. The conclusion about the insufficient level of the agrarian branch support is drawn. As an efficient factor of the state support of the agrarian sector of Ukrainian economy using the mechanism of the state dotation and subsidies are proposed.
