Проблеми формування національної інноваційної системи в Україні

Abstract

UA: Інноваційний шлях розвитку України передбачає створення національних інноваційних систем. В статті наведено сутність національної інноваційної системи, визначено її складові, окреслено низку причин, що перешкоджають розвиткові інноваційних процесів. Перелічено перспективні шляхи управління розвитком національної інноваційної системи. Визначено необхідність створення та реалізації стратегії комплексного інноваційного регіонального розвитку, основною метою якої є забезпечення сталого економічного становлення регіону, підвищення якості життя населення та довкілля певної території. RU: Инновационный путь развития Украины предусматривает создание национальных инновационных систем. В статье определена сущность национальной инновационной системы, перечислены ее составляющие, очерчен ряд причин, препятствующих развитию инновационных процессов. Намечены перспективные пути управления развитием национальной инновационной системы. Определена необходимость создания и реализации стратегии комплексного инновационного регионального развития, основной целью которой является обеспечение устойчивого экономического становления региона, повышение качества жизни населения и окружающей среды определенной территории. EN: The innovative way of development of Ukraine, which is recognized as the priority direction of competitiveness increase of national economy, provides creation of national innovative systems. The national innovative system is defined as set of legislative, structural and functional components which are involved in process of creation and application of scientific knowledge and technologies and define legal, economic, organizational and social conditions for ensuring innovative process. The national innovative system consists of two components: research and production (as first) and infrastructure (as second) which in the interaction and interrelation provide production and commercialization of scientific knowledge and technologies within national borders. In article identified a number of reasons, hindering the development of innovative processes. The main disadvantages of socio-economic relations, hampering the development of the scientific and technological competitiveness of Ukraine are presented. Perspective ways of development management of the national innovative system are listed. It is noted that realization of innovative development model of the country demands close integration of education, science and production sector, and also development of its new forms. The effective innovative policy has to be carried out not only on nation-wide, but also at the regional level that causes the necessity of creation and realization of complex. A main objective of complex strategy of innovative regional development is ensuring steady economic formation of the region, improvement of quality of population life and environment of a certain territory.
