Управління витратами залізничного транспорту в умовах цифровізації економіки

Abstract

UA: У статті досліджено сучасний стан залізничного транспорту і виявлено погіршення фінансово-економічного становища підприємств галузі. З’ясовано, що для підприємств залізничного транспорту характерна низька ефективність системи управління витратами, неналежна дієвість та прозорість механізмів їх контролю та моніторингу. Вказано, що на сучасному етапі слід забезпечити цифровізацію інформаційних потоків при управлінні витратами з метою формування ефективної інформаційної системи управління витратами залізничного транспорту. Встановлено, що більшість завдань при управлінні витратами на залізничному транспорті вирішуються за рахунок рутинної роботи співробітників підприємств з використанням різного незалежного програмного забезпечення. Це пов’язано з різноманітністю таких завдань, недостатнім впровадженням систем, що дозволяють автоматизувати їх виконання, неповнотою вихідних даних для роботи таких систем, а також неповною інтегрованістю існуючого програмного забезпечення між собою.

EN: The article examines the current state of railway transport and reveals the deterioration of the financial and economic situation of industry enterprises. It is established that the insufficient level of investment in the renewal and modernization of railway infrastructure and rolling stock limits the company's ability to increase traffic volumes and allows it to meet only the basic needs of the economy and society in transportation. Ukrzaliznytsia does not pay attention to the quality of the transport process and service and transportation efficiency, customer loyalty, safety level, and environmental impact. It was found out that railway transport enterprises are characterized by low efficiency of the cost management system, inadequate efficiency and transparency of their control and monitoring mechanisms. It is indicated that at the present stage it is necessary to ensure digitalization of information flows in cost management in order to form an effective information system for managing railway transport costs. It is established that most of the tasks in managing railway transport costs are solved due to the routine work of employees of enterprises using various independent software.
