Розвиток залізничного транспорту в контексті розширення транскордонного співробітництва: інституційний аспект

Abstract

UA: В статті вивчено досвід європейських країн в сфері реалізації проектів транскордонної співпраці за участю залізниць. Констатовано, що поглиблення співробітництва європейських країн в сфері розширення інфраструктури транспортнологістичного обслуговування, зокрема і на залізничному транспорті, є результатом сформованого в Європі інституційного середовища. Встановлено, що для забезпечення інфраструктурного розвитку українських залізниць в межах європейського транспортно-логістичного простору має якісно змінитися інституційне середовище реалізації структурних перетворень на залізничному транспорті в частині створення інституційного підґрунтя для використання переваг транскордонної співпраці. Розкрито інституційні передумови розширення транскордонного співробітництва залізничного транспорту України в аспекті забезпечення його інфраструктурного розвитку. EN: The article states that with the change of EU neighborhood policy the scope of transborder cooperation of countries in the sphere of development of transport and logistics services infrastructure has considerably increased. The experience of European countries in the field of implementation of cross-border cooperation projects involving railways has been studied. It was stated that deepening of cooperation of European countries in the sphere of expanding the infrastructure of transport and logistics services, in particular on railway transport, is the result of the institutional environment established in Europe. It is proved that despite the active efforts of the Government and PJSC «Ukrzaliznytsja» in the direction of expanding international cooperation, the scope of cross-border cooperation of rail transport is rather small at present. It was established that in order to ensure the infrastructure development of Ukrainian railways within the European transport and logistics area, the institutional environment for the implementation of structural transformations in rail transport should be qualitatively changed in terms of creating an institutional basis for the benefits of cross-border cooperation. It was substantiated that institutional changes should relate to two aspects: the definition of legal bases for implementation of cross-border cooperation projects with the participation of PJSC «Ukrzaliznytsja» and the establishment of forms and mechanisms for their state support. The institutional conditions for expanding cross-border cooperation of railway transport of Ukraine in the aspect of ensuring its infrastructure development are revealed. These institutional conditions determine measures to improve the legislative, regulatory and organizational methodology of cross-border cooperation of railways, as well as establish the features of financial and credit guarantees and investment support for cross-border transactions involving rail transport.
