Шляхи підвищення конкурентоспроможності залізничної галузі в сучасних умовах

Abstract

UA: У статті розглянута транспортна система Україна та визначена роль залізниць у ній. Виявлено ключові проблеми у сфері залізничного транспорту, які є критичними для подальшого соціально-економічного зростання країни. Доведено особливу роль залізниць у транспортній системі України. Здійснено аналіз обсягів вантажних перевезень усіма видами транспорту загального користування за останні десятиріччя, в результаті якого зроблено висновок, що основним конкурентом залізничного транспорту залишається автомобільний. Розкрито поняття конкуренції на транспорті. Досліджено основні проблеми низького рівня техніко-технологічного оновлення підприємств залізничного транспорту. Також у статті визначено основні стратегічні цілі, які є необхідними для підвищення ефективності роботи підприємств залізничного транспорту. Визначено пріоритети комплексного формування транспортної політики та ефективного державного управління.

EN: The article considers the transport system of Ukraine and defines the role of railways in it. Key problems in the field of railway transport, which are critical for further social and economic growth of the country, have been identified. It has been proved that the problems of infrastructure development are potentially the main constraints on the growth of the Ukrainian economy in the long term, and the issues of railway transport development are the most pressing. The special role of railways in the transport system of Ukraine has been brought to light. The analysis of the transport industry showed that over the years its condition has deteriorated dramatically, which negatively affects the level of economic, social and defense security of the country. An analysis of the volume of goods traffic by all modes of public transport in recent decades has shown that the volume of traffic is decreasing every year in all modes of transport. The main competitor of railway transport remains road transport. The main problems of low level of technical and technological renewal of railway transport enterprises were investigated. The gap in the equipment of Ukrainian and foreign railways increases every year, negatively affecting the competitiveness of domestic railway transport. The article also defines the main strategic objectives that are necessary to improve the efficiency of railway transport enterprises, such as: ensuring the country ‘s transport needs, improving the financial and economic stability of Ukrzaliznyzi and the industry; Investing in fleet modernization; Improving rail safety and compliance with health and safety standards in line with best practices; Increasing the attractiveness of Ukrzaliznytsya joint-stock company as an employer and ensuring the need for qualified and effective personnel; Improved quality of activity management, transparency and readiness to open competitive markets of passenger and freight transport in conditions of European integration. As a result of the implementation of the transport development strategy, we will be able to create an integrated transport network in the world, a safely functioning and efficient transport complex of Ukraine; Meet transportation needs of the population and improve business conditions to ensure competitiveness and efficiency of the national economy
