Реформування економіки національного господарства

Abstract

UA: Статтю присвячено вирішенню проблем реформування залізничного транспорту України у сучасних умовах для підвищення ефективності його функціонування. Вивчено, систематизовано та узагальнено теоретичні підходи до особливостей проведення реформування та реструктуризації залізниць світу, які суттєво доповнюють теорію та методологію наукових положень галузевої економіки. Поширено методологію проведення реформування та реструктуризацію залізниць світу з урахуванням особливостей їхньої роботи у сучасних умовах господарювання, структурних змін, нових структурних перетворень залізничного транспорту. Виявлено переваги та недоліки під час вивчення підходів зарубіжних країн, які вже здійснили процедуру проведення реформування. Вивчено основні особливості проведення структурних перетворень у різних країнах світу та встановлено, що зарубіжні країни мають дворівневу структуру управління, за рахунок чого витратний складник значно нижчий, аніж на українських залізницях.

EN: The article is devoted to solving the problems of reforming the railway transport of Ukraine in modern conditions in order to increase the efficiency of its functioning. Theoretical approaches to the peculiarities of reforming and restructuring the world's railways are studied, systematized and summarized, which substantially complement the theory and methodology of the scientific provisions of the sectoral economy. The methodology of reforming and restructuring railways of the world has been expanded to take into account the peculiarities of their operation in the current economic conditions, structural changes, new structural transformations of railway transport. The basic features of structural transformations in different countries of the world are studied and it is established that there are two levels of management structure in foreign countries, which makes the cost component much lower than in the Ukrainian railways. It is proved that the restructuring of the Ukrainian railways is a necessary condition for the reform of the national economy. The results of the analysis of the performance of the railways show that: as a result of the global economic crisis, which has adversely affected the functioning of the railways, there has been a general reduction in traffic, which has significantly increased the cost of transport. It is proved that railway companies provide solutions to national problems of economic, social and political nature.
