Управління процесами оновлення основних засобів підприємств залізничного транспорту

Abstract

UA: В умовах глобального домінування принципів сталого господарювання актуалізується питання розбудови якісної транспортної інфраструктури. Зважаючи на значну фізичну та моральну виснаженість транспортної інфраструктури, насамперед залізничного транспорту, доведено доцільність пошуку шляхів вирішення проблеми управління процесами модернізації та оновлення основних засобів підприємств залізничної галузі. Досліджено сучасний стан залізничної інфраструктури та рухомого складу і встановлено, що зважаючи на високу вартість таких об’єктів і обмеженість фінансових ресурсів підприємств залізничного транспорту для забезпечення їх належного оновлення, рівень придбання нових одиниць та здійснення модернізації існуючого локомотивного та вагонного парку є критично низьким. Розглянуто пропозиції науковців та експертів-практиків щодо удосконалення процесів модернізації основних засобів підприємств залізничного транспорту. З огляду на світові тенденції розвитку залізничної галузі розкрито пріоритетні напрями реалізації модернізаційних змін на підприємствах залізничного транспорту.

EN: In the context of the global dominance of the principles of sustainable management, the issue of developing high-quality transport infrastructure is becoming more relevant. Taking into account the significant physical and moral exhaustion of the transport infrastructure, primarily railway transport, the expediency of finding ways to solve the problem of managing the processes of modernization and renewal of fixed assets of railway industry enterprises is proved. The current state of railway infrastructure and rolling stock is studied and it is established that due to the high cost of such facilities and limited financial resources of railway transport enterprises to ensure their proper renewal, the level of purchasing new units and modernizing the existing locomotive and car fleet is critically low. Proposals of scientists and experts-practitioners on improving the processes of modernization of fixed assets of railway transport enterprises are considered. Taking into account global trends in the development of the railway industry, priority areas for implementing modernization changes at railway transport enterprises are revealed. Taking into account the proposals of scientists and experts in the railway industry and taking into account global trends in technical and technological modernization of railway transport as key proposals for the renewal and modernization of fixed assets of railway transport enterprises, the following are proposed: acquisition of innovative types of rolling stock; electrification of the railway network; modernization of the railway track and development of a high-speed railway network; introduction of a rolling stock repair system taking into account the technical characteristics of its condition and ensuring the timeliness of repair work, the introduction of modern repair technologies, in particular, taking into account modern trends in resource conservation and greening; ensuring the development of multimodal transport and logistics infrastructure; the development of new transport and logistics routes; the creation of modern objects of innovative infrastructure, etc.
