Проблеми та пріоритети розвитку залізничного транспорту України

Abstract

UA: Встановлено, що вирішальну роль у забезпеченні сталого розвитку національної економіки відіграє залізничний транспорт, який наразі знаходиться на завершальному етапі реформування. Доведено, що сучасний техніко-економічний стан галузі характеризуються наявністю безлічі проблем, що обумовлені гіпердинамікою світової науково-технологічної революції, нестабільністю політичної ситуації в країні та у світі, появою конкуренції в галузі та зростанням її темпів на інвестиційних ринках і ринках транспортно-логістичних послуг, одночасним дефіцитом і збитком інформації через розвиток цифровізації у світі, а також поліваріантністю способів реалізації можливостей управлінських рішень. Визначені пріоритети розвитку залізничного транспорту. EN: In the article it is proved that in the conditions of designing and realization of structural reforms and development of competition on the railway transport of Ukraine the scientific substantiation of strategic directions of development of the railway industry, instruments of competitiveness of the railway is actualized. The current state of the Ukrainian railway industry is considered and the choice of priority directions of the railway industry development in Ukraine is substantiated. During the research it was found that the unsatisfactory state of the domestic innovative and high-tech component of the transport industry is explained by the insufficient level of investment, the low level of tariffs for socially significant passenger transportation, which are subject to state regulation; limited funding from state and local budgets; lack of funds for simple reproduction of fixed assets as a result of their depreciation and insufficient depreciation; lack of investment under concessions, public-private partnership; imperfection of leasing mechanisms. The peculiarities of formation of strategic directions of development of the railway industry of Ukraine, which is now in a state of reform, are described. A comparative analysis of rail transport policies and regulations has been carried out. Theoretical and methodological approaches to determining strategic directions of the industry development are investigated. During the research the principles of organization, methodological approaches and mechanisms of strategic directions of development of railway industry in Ukraine were determined.
