Пріоритети розвитку транспортної інфраструктури України

Abstract

UA: У статті розглянуто сучасний стан транспортної інфраструктури України та визначено основні пріоритети її розвитку з урахуванням геополітичного положення держави, інтеграції до європейського транспортного простору та потреб національної економіки. Проведено аналіз проблем, що стримують розвиток транспортної галузі, запропоновано стратегічні напрями її модернізації, а також розглянуто перспективи залучення інвестицій та використання цифрових технологій. Зроблено висновки щодо необхідності комплексного підходу до реалізації інфраструктурної політики з метою забезпечення конкурентоспроможності України в регіональному та глобальному вимірах.

EN: The development of an efficient transport infrastructure is a key factor in Ukraine's socio-economic progress and its integration into the European and global transport and logistics systems. However, the current state of Ukraine‘s transport infrastructure is characterized by significant physical deterioration, regional disparities, underinvestment, and weak intermodal coordination. These challenges are further aggravated by the consequences of military aggression, which led to widespread destruction of transport assets, disruption of logistics routes, and increased pressure on alternative corridors. In this context, a strategic rethinking of transport system modernization is required, based on the principles of safety, energy efficiency, environmental balance, and sustainable development. This study aims to analyse the structural problems of the sector, identify key obstacles to sustainable progress, and provide a rationale for the prioritization of strategic development directions. The article considers recent academic approaches to modernizing transport corridors, introducing intelligent transport systems (ITS), reforming regulatory frameworks, improving investment mechanisms, and strengthening public-private cooperation. Special emphasis is placed on restoring critical infrastructure, adapting to European standards through integration into the TEN-T network, and enhancing the efficiency of logistics chains. The research also outlines practical steps for improving institutional capacity, including transparency in procurement, digital monitoring of infrastructure projects, and the use of innovative financing instruments such as infrastructure bonds, investment funds, leasing, and cooperation with international financial institutions (EIB, EBRD, World Bank). Successful implementation requires legal certainty, reduced bureaucratic barriers, fiscal incentives, and decentralization of infrastructure governance. Ukraine‘s long-term recovery and competitiveness depend on the ability to form a resilient, modern, and inclusive transport system.
