Деструктиви розвитку трудового потенціалу залізничного транспорту

Abstract

UA: У статті розкрито підходи до визначення трудового потенціалу, що дало змогу встановити сутність трудового потенціалу залізничного транспорту і зробити висновок про його ключову роль у забезпеченні соціально-економічної ефективності господарювання підприємств галузі. Ураховуючи складність умов господарювання на сьогоднішньому етапі розвитку, акцентовано увагу на необхідності ґрунтовного вивчення дії негативних чинників впливу на трудовий потенціал залізничного транспорту. Детально розкрито галузеві деструктиви розвитку трудового потенціалу, що відображають внутрішні умови діяльності підприємств залізничного транспорту. Установлено, що залізнична галузь поступово втрачає трудовий потенціал, а тому першочерговим завданням керівництва АТ «Укрзалізниця» має стати формування і реалізація продуманої і виваженої політики розвитку трудового потенціалу з прорахунком наслідків дії деструктивних чинників впливу на його розвиток.

EN: The article reveals approaches to the definition labor potential, which allowed us to establish the essence of the labor potential of railway transport and draw a conclusion about its key role in ensuring the socio-economic efficiency the enterprises of the industry, and therefore the heads the divisions JSC "Ukrzaliznytsia" should take care a favorable social climate and improve the quality life of their employees and their families, creating ample opportunities for professional development of railway workers. Taking into account the complexity economic conditions at the current stage development, attention is focused on the need for a thorough study of the effect negative factors on the labor potential of railway transport. It was found out that despite significant achievements in the social sphere of domestic railway transport, now the industry is experiencing an aggravation of the negative factors affecting the labor potential. The author's classification of destructive factors influencing the development the labor potential of the railway industry is proposed, which are systematized by hierarchical levels: international and state; industry; local. Considering the nature the selected factors and the possibilities of managing them, attention is focused on the disclosure of negative factors at the industry and local levels. Determined that destructive the development labor capacity caused by objective factors (decline in traffic volume, revenues, net profit), and human (irresponsible behavior officials, embezzlement funds allocated for the social development the team, the presence in the system corruption). The article describes in detail the sectoral destructives the development of labor potential, reflecting the internal conditions of the railway transport enterprises. It is established that railway industry gradually lost labor potential, and therefore a priority direction of JSC "Ukrzaliznytsya" should be the formation and implementation a sound and balanced policy development labor potential with the miscalculation the effects destructive influences on its development.
