Трансформація принципів управління інноваційними змінами підприємств залізничного транспорту в умовах глобальної турбулентності

Abstract

UA: У статті досліджено трансформацію принципів управління інноваційними змінами на підприємствах залізничного транспорту в умовах глобальної турбулентності. Виявлено всеохоплюючий характер поширення процесів глобальної нестабільності і їх деструктивний вплив як на вразливі економіки, так і потужні світові економічні центри. Проаналізовано такі прояви турбулентного середовища як геополітична нестабільність, технологічні зрушення, екологічні виклики та зміни в соціально-економічних запитах. Досліджено вплив глобальних та національних дестабілізуючих факторів на функціонування та інноваційні можливості підприємств залізничного транспорту. Обґрунтовано необхідність переосмислення традиційних управлінських моделей та впровадження інструментів адаптивного стратегування та гнучкого управління інноваційними процесами в діяльність підприємств залізничного транспорту. Розкрито напрями та інструменти підтримки адаптації таких управлінських підходів до роботи підприємств залізничної галузі.

EN: The article examines the transformation of the principles of innovative change management at railway transport enterprises in the context of global turbulence. The comprehensive nature of the spread of global instability processes and their destructive impact on both vulnerable economies and powerful world economic centers is revealed. Such manifestations of the turbulent environment as geopolitical instability, technological shifts, environmental challenges and changes in socio-economic demands are analyzed. The impact of global and national destabilizing factors on the functioning and innovative capabilities of railway transport enterprises is studied. It is revealed that Ukrainian railway transport enterprises, which operate under constant pressure from both security threats and increasing costs for the restoration of infrastructure destroyed and damaged by shelling, as well as established problems for the country's economy - a shortage of personnel, a drop in work volumes and, accordingly, a decrease in profitability, a lack of resources for the repair and modernization of infrastructure facilities and rolling stock, etc. It was found that overcoming the listed problems requires not just technical solutions, but a deep transformation of management approaches, adaptation of strategy and business model with an orientation towards flexibility, innovation and resilience to external shocks. The need to rethink traditional management models and implement tools for adaptive strategy and flexible management of innovation processes in the activities of railway transport enterprises is substantiated. The directions and tools for supporting the adaptation of such management approaches to the work of railway enterprises are revealed. The implementation of adaptive strategizing and tools for managing innovative changes in rail transport involves the following. First, adaptive strategizing in innovation management, which includes: scenario planning, taking into account VUCA factors, initiating foresight sessions with experts and involving scientists, engineers, and government representatives in discussing the feasibility of their application; integration of ESG strategies. Second, flexible management of innovation projects, which includes: applying Agile approaches in R&D; implementing Lean innovations; developing OKRs for innovation teams. To support adaptation processes, it is proposed to apply appropriate digital tools in the activities of rail transport enterprises: for strategic planning - Miro, Strategyzer, Foresight Tools, project management - Jira, Trello, Monday.com, analytics and monitoring - Power BI, Tableau, Zoho Analytics, communications - Microsoft Teams, Slack, Zoom, and in general the use of innovation platforms (IdeaScale, HYPE Innovation, etc.).
