Ключові аспекти побудови ефективної структури ризик-менеджменту на підприємстві залізничного транспорту

Abstract

UA: У статті доведено доцільність формування ефективної структури ризикменеджменту на підприємствах залізничного транспорту як стратегічну основу забезпечення розвитку. Дана структура дозволяє системно виявляти, оцінювати та контролювати ризики, що загрожують безпеці перевезень, технічному стану інфраструктури та фінансовій стабільності підприємства. Враховуючи масштабність і критичність підприємств залізничної галузі для національної економіки, їх вразливість до політичних, техногенних і соціальних факторів запропоновано впровадження цілісної системи ризик-менеджменту. Ключовими елементами структури, які доцільно включити до складу системи ризик-менеджменту, є: наглядова рада; комітет з управління ризиками (Risk Committee); департамент з управління ризиками; відповідальні особи в структурних підрозділах (Risk Owners); служба внутрішнього аудиту; інформаційно-аналітична платформа (Risk Management IT System); кризовий штаб.

EN: The article proves the feasibility of forming an effective risk management structure at railway transport enterprises as a strategic basis for ensuring development. This structure allows for the systematic identification, assessment and control of risks that threaten transportation safety, the technical condition of the infrastructure and the financial stability of the enterprise. Taking into account the scale and criticality of railway enterprises for the national economy, their vulnerability to political, technogenic and social factors, it is proposed to implement a holistic risk management system. The key elements of the structure that should be included in the risk management system are: supervisory board; risk management committee (Risk Committee); risk management department; responsible persons in structural units (Risk Owners); Internal Audit Service; information and analytical platform (Risk Management IT System); crisis headquarters. Supervisory Board / Board: forms a risk management policy, approves strategic approaches and priorities; determines levels of acceptable risk (risk appetite); bears ultimate responsibility for the implementation of risk management. Risk Committee: operates at the board level or reports to it; considers key risks, agrees response plans, analyzes incident reports; coordinates interaction between risk management units. Risk Management Department: a separate structural unit (Risk Management Department), which includes specialists in financial, technical, cyber and operational risks; develops methodologies for risk assessment and monitoring; conducts staff training, implements digital tools for risk analysis. Responsible persons in structural units (Risk Owners): are appointed in each department (passenger and cargo transportation, finance, infrastructure, etc.); are responsible for identifying, recording and initial assessment of risks within their competence; report to the Risk Department. Internal Audit Service: verifies the effectiveness of risk management; provides an independent assessment of compliance with policies, procedures and compliance of management actions with real threats. Information and analytical platform (Risk Management IT System): a digital system for recording, monitoring, assessing and responding to risks; allows you to form a dynamic risk map, generate reports and predict scenarios; integrated with ERP, traffic safety system and financial modules. Crisis headquarters (in case of critical risks).
