Методи стратегічного управління розвитком регіонів України в умовах невизначеності

Abstract

UA: У статті досліджено особливості застосування сучасних методів стратегічного управління регіональним розвитком в умовах невизначеності. Обґрунтовано доцільність інтеграції інструментів залучення стейкхолдерів із використанням багатокритеріальних експертно-аналітичних методів. Встановлено, що поєднання механізмів партисипативного управління з методами експертного прогнозування та аналітичного моделювання формує методологічну основу для розробки стратегій розвитку нового покоління. Показано, що активне залучення територіальної громади до визначення стратегічних пріоритетів підвищує легітимність управлінських рішень і сприяє трансформації громади в активного суб’єкта розвитку. Обґрунтовано значення цифровізації методів стратегування, що забезпечує прозорість, відтворюваність та адаптивність стратегічного управління регіональним розвитком в умовах динамічних змін середовища.

EN: The article examines the features the application modern methods strategic management of regional development in conditions of uncertainty and structural transformations the Ukrainian economy. It is shown that in 2021–2025, the economy of the regions of Ukraine underwent significant changes: if in 2021 the processes post-crisis recovery dominated, then in 2022 there was a sharp decline in economic activity due to military actions. In the following years, there was a gradual restoration of economic activity and the formation a new spatial structure the economy, in which the safer central and western regions began to play a key role. This led to an increase in regional disparities and highlighted the need to develop effective mechanisms for strategic management of territorial development. The paper substantiates the feasibility of integrating stakeholder engagement tools using multi-criteria expert and analytical methods. It is proven that the combination participatory management mechanisms with expert forecasting, analytical modeling and strategic analysis methods forms a methodological basis for developing new generation regional development strategies. It is determined that among the most common strategic management methods used in the process forming regional development strategies, it is appropriate to single out SWOT analysis, PEST analysis, scenario planning, benchmarking and program-target planning method. Particular attention is paid to the role digital technologies in the strategy process. It is shown that the use intelligent analysis tools for large data sets, platform solutions for stakeholder management and cognitive modeling systems significantly increases the effectiveness strategic planning. The use geographic information systems, specialized software for modeling socio-economic processes and digital e-participation platforms ensures increased transparency, validity and adaptability management decisions. As a result, digitalization transforms traditional expert methods into modern decision-making support systems, which helps reduce the subjectivity assessment and increases the effectiveness strategic management regional development in conditions dynamic changes in the external environment.
