Державне регулювання інноваційно-індустріального партнерства бізнесу: сучасні виклики та перспективи

Abstract

UA: У статті досліджено сучасні підходи до державного регулювання інноваційноіндустріального партнерства бізнесу в умовах трансформації економіки України. Обґрунтовано необхідність переходу від традиційної контролюючої моделі державного управління до моделі фасилітації, що передбачає створення сприятливого регуляторного середовища для розвитку інновацій. Визначено, що ключовою характеристикою ефективної системи є формування прозорого регуляторного поля, у межах якого забезпечується баланс між ризиками інноваційної діяльності та потенційними економічними вигодами за умови належної державної підтримки. Розкрито взаємозв’язок основних напрямів реалізації державної політики, серед яких стратегічне спрямування через механізми розумної спеціалізації, удосконалення фінансових інструментів для залучення інвестицій, розвиток державного замовлення як інструменту формування попиту на інновації, цифровізація адміністративних процедур та стимулювання розвитку людського капіталу. Наголошено на важливості міжвідомчої координації, поетапного впровадження реформ та постійного моніторингу їх результативності з метою своєчасного коригування політики. Запропонований підхід відповідає принципам адаптивного державного управління, орієнтованого на досягнення конкретних соціально-економічних результатів, а реалізація комплексної моделі державного регулювання інноваційно-індустріального партнерства сприятиме технологічній модернізації економіки України, підвищенню її інноваційного потенціалу та забезпеченню умов для сталого економічного відновлення.

EN: The article examines modern approaches to state regulation innovation-industrial business partnerships in the context of the transformation of the Ukrainian economy. A number of systemic problems are identified that hinder the development such partnerships, among which the key restraining factor is the institutional weakness of the public administration system. The need to transition from the traditional controlling model of public administration to the facilitation model is justified, which involves the formation of a favorable regulatory environment for the development innovative activity. It is determined that the key characteristic an effective system is the creation of a transparent regulatory field within which the risks innovative activity and potential economic benefits are balanced, provided that proper state support is provided. Special attention is paid to the principle of accessibility, which involves ensuring equal access for all participants to state support instruments, financial resources and infrastructure for innovative development. The relationship between key areas state policy implementation is revealed, in particular, strategic direction based on smart specialization, improvement of financial instruments for attracting investments, development state procurement as a mechanism for generating demand for innovations, digitalization administrative procedures and stimulation of human capital development. It is proven that the isolated implementation of individual measures does not provide the proper effect, while their systemic integration forms a synergistic result. The importance of interdepartmental coordination, phased implementation reforms and systematic monitoring of their effectiveness in order to timely adjust state policy is emphasized. The proposed approach corresponds to the principles of adaptive state management, focused on achieving measurable socio-economic results. As a result, it is proven that the implementation of a comprehensive model state regulation innovationindustrial partnership will contribute to the technological modernization of the Ukrainian economy, strengthening its innovation potential and creating the prerequisites for sustainable economic recovery.
