Еколого орієнтоване ресурсне управління на підприємствах залізничного транспорту: модель та інструменти інвестиційного забезпечення

Abstract

UA: У статті визначено, що концепція еколого орієнтованого ресурсного управління в своїй основі інтегрує екологічну відповідальність, економічну ефективність і цифрові інновації, сприяючи раціональному використанню ресурсів підприємств з урахуванням екологічних ризиків, регуляторних норм і потреб ключових стейкхолдерів. Розкрито зміст принципів, що складають основу моделі еколого орієнтованого ресурсного управління. Встановлено системні виклики, що створюють бар’єри для провадження ефективного управління ресурсами і загрожують екологічній безпеці підприємств залізничного транспорту. Розроблено модель еколого орієнтованого ресурсного управління на підприємствах залізничного транспорту, що включає такі компоненти, як управління екологічними даними і знаннями, екологічний аудит і моделювання, підтримка екологічних рішень і стратегування, та розкрито в межах кожного елементу зміст ключових блоків. Визначено, що для формування інвестиційного базису реалізації проєктів впровадження еколого орієнтованого ресурсного управління доцільним стане використання інструментів міжнародної інвестиційної допомоги, а саме залучення грантів, зелених облігацій, партнерських програм, а також розвиток індустріально-екологічних партнерств.

EN: The article determines that the concept of environmentally-oriented resource management fundamentally integrates environmental responsibility, economic efficiency, and digital innovation, contributing to the rational use of enterprise resources, taking into account environmental risks, regulatory norms, and the needs of key stakeholders. The content of the principles that form the basis of the environmentally-oriented resource management model is disclosed. It is argued that the trends in the functioning of Ukrainian railway transport currently not only do not correspond to the global trends of environmental transformation and the goals of sustainable growth, but also demonstrate signs of systemic inertia, technogenic overload and resource inefficiency. Systemic challenges are identified that create barriers to effective resource management and threaten the environmental safety of railway transport enterprises. A model of environmentally-oriented resource management at railway transport enterprises has been developed, which includes such components as environmental data and knowledge management, environmental audit and modeling, environmental decision support and strategy development, and the content of key blocks has been disclosed within each element. It has been determined that the use of international investment assistance instruments, namely the attraction of grants, green bonds, and partnership programs, will be appropriate for forming the investment base for the implementation of projects for the implementation of environmentally-oriented resource management. It is also proposed to consider industrial and environmental partnerships as a catalyst for environmental transformations at railway transport enterprises, which will ensure the integration of scientific developments into the practice of resource management at railway enterprises, attract co-financing for the implementation of projects, and allow increasing the level of interaction between business, science, civil society, and enterprises in the industry, contributing to the spread of environmental innovations, increasing trust in railway transport and its reputational stability.
