Стратегічне управління ресурсами підприємств залізничного транспорту в умовах сталого розвитку та екологізації

Abstract

UA: У статті висвітлено ключові засади традиційної концепції екологічно орієнтованого управління ресурсним забезпеченням залізничного транспорту. Обґрунтовано, що забезпечення її ефективності в умовах сучасних екологічних викликів потребує переосмислення управлінських підходів та впровадження емерджентно-коеволюційної моделі стратегування, що ґрунтується на принципах децентралізації та автономії управлінських рішень, адаптивності та гнучкості, розвитку смарт-екосистем як інтелектуально взаємопов’язаних ресурсних середовищ, коеволюції управлінських практик. Розкрито зміст емерджентних стратегій ресурсного забезпечення та ідентифіковано основні механізми їх формування: реалізація пілотних проєктів, зворотний зв’язок і адаптація, кооперація між стейкголдерами та цифрова трансформація управлінських процесів.

EN: The article considers the key provisions the traditional concept environmentally oriented strategic management resource potential in the railway transport sector, which is based on a comprehensive system-integration paradigm. The specified model is implemented through the principles interconnection, interdependence and synergy between the elements the resource system, covering material, energy, labor, financial and information resources in a single management circuit, which ensures structural consistency and stability the functioning the enterprises of the railway complex. It is proved that in the conditions ecological transformation and increasing turbulence the external environment, the effectiveness of traditional management models is significantly reduced, which necessitates the transition to an emergent-coevolutionary approach to strategic management of resource provision of enterprises the railway industry. The specified approach is based on the principles of decentralization and autonomy management decisions, adaptability and flexibility of organizational structures, development smart ecosystems as intellectually interconnected resource environments, as well as coevolution management practices with modern technological trends. It is established that emergent-coevolutionary strategic management involves the formation strategies as a dynamic process that unfolds in response to changes in the external environment and internal conditions the industry. The main mechanisms emergent strategy formation are determined, including: implementation pilot projects and experimental initiatives, ensuring feedback and adaptation, cooperation between stakeholders, digital transformation management processes. It is shown that emergent strategies contribute to the operational integration of environmental innovations, the formation of new models enterprise behavior focused on social and environmental responsibility, and also ensure the sustainability of railway transport through the ability to self-adjust in conditions of instability of the resource environment.
