Механізм управління організаційною гнучкістю та інноваційними змінами на підприємствах залізничного транспорту України

Abstract

UA: У статті проаналізовано стан техніко-технологічної бази підприємств залізничного транспорту та виділено ключові причини, що обумовлюють низький рівень пілотування і масштабування інновацій. Аргументовано, що централізована модель системи управління підприємствами залізничного транспорту виступає критичним бар’єром для гнучкості та інноваційних змін у галузі. Запропоновано механізм управління організаційною гнучкістю та інноваційними змінами на підприємствах залізничного транспорту, в основу побудови якого покладено принципи проактивності і стратегічного прогнозування, децентралізації й автономії, модульності та конфігурації, клієнтоцентричності, культури інноваційності та знань. Структурно-компонентний склад механізму подано як сукупність суб’єктної, об’єктної та блочно-цільової складових і в межах останньої виділено такі блок-модулі: стратегічно-програмний, організаційно-управлінський та інструментальний.

EN: The article analyzes the state of the technical and technological base of railway transport enterprises and identifies key reasons that determine the low level of piloting and scaling of innovations. It is argued that the centralized model of the railway transport enterprise management system acts as a critical barrier to flexibility and innovative changes in the industry. It is determined that excessive control and concentration of management decisions at the level of top management make it impossible to quickly respond to the destruction caused by shelling, reorientation and displacement of cargo flows in logistics chains, effective piloting and scaling of innovations. The conclusion is made about the need to transform the innovation management system of railway transport enterprises and modernize approaches to operational management by implementing a progressive mechanism based on the integration of organizational flexibility and innovation management. On this basis, a mechanism for managing organizational flexibility and innovative changes at railway transport enterprises is proposed, the basis for the construction of which is the principles of proactivity and strategic forecasting, decentralization and autonomy, modularity and configuration, customer-centricity, innovation and knowledge culture. The structural and component composition of the mechanism is presented as a set of subject, object and block-target components, which will allow to provide a comprehensive approach to innovative changes at enterprises of the industry. The block-target element of this mechanism includes strategic-program, organizationalmanagement and instrumental block-modules, the tools of which will enable enterprises of the railway industry to maintain a high level of organizational flexibility and systematically implement innovations aimed at increasing competitiveness and ensuring sustainable growth of railway transport enterprises in conditions of transformation. It is argued that the implementation of this mechanism will not only ensure the systemic transformation of enterprises in the industry, increase their resilience to environmental challenges, but also create conditions for sustainable development, increased competitiveness and integration into the European transport and logistics space.
