Щодо парадигми системної відповідальності у контексті трансформації соціально-економічних систем та післявоєнної відбудови України

Abstract

UA: У статті обґрунтовано концептуальні засади нової парадигми системної відповідальності в умовах полісистемної кризи, війни та завдань повоєнного відновлення України. Доведено, що сучасне середовище потребує переходу від парадигми економічного детермінізму до соціокультурної парадигми, де соціально-економічна система (СЕС) розглядається як духовноматеріальна єдність, а її характер визначається якістю духовно-моральної культури. Розкрито сутність трьох секторів національної СЕС та їх цілі. Особливу увагу приділено сектору соціально-солідарної економіки (ССЕ) як інноваційному інструменту вирішення гострих соціальних проблем. На основі аналізу досвіду ЄС та рекомендацій ОЕСР визначено ССЕ як модель, що базується на пріоритеті людей над капіталом, демократичному управлінні та реінвестуванні прибутку в соціальні місії. Обґрунтовано, що для України розвиток ССЕ є стратегічним шляхом до солідаризації суспільства та інтеграції неформальної економіки. Сформульовано ключові принципи нової парадигми: наскрізний характер відповідальності, культура доброчесності як інтегруюча основа, підвищення якості національних еліт та розвиток морального лідерства, формування нових інституцій (спільнот, екосистем), створення бізнесом соціальної цінності. Визначено роль держави як партнера та координатора, що створює стимули для соціальних інновацій та екосистем соціального підприємництва. Визначено функції суб’єктів СЕС у формуванні системної відповідальності. Доведено, що відповідальна поведінка якісних еліт та бізнесу, керована внутрішньою етичною мотивацією лідерів, здатна трансформувати середовище «знизу вгору» – від бізнес-спільнот до національного рівня.

EN: The article substantiates the conceptual foundations of a new paradigm of systemic responsibility under conditions of a polysystemic crisis, war, and the challenges of Ukraine’s post-war recovery. It is proven that the contemporary environment requires a transition from the paradigm of economic determinism to a sociocultural paradigm, in which the socio-economic system (SES) is viewed as a spiritual-material unity, while its nature is determined by the quality of spiritual and moral culture. The essence of the three sectors of the national SES and their goals are revealed. Particular attention is paid to the sector of the social and solidarity economy (SSE) as an innovative instrument for addressing acute social problems. Based on the analysis of EU experience and OECD recommendations, SSE is defined as a model grounded in the priority of people over capital, democratic governance, and the reinvestment of profits into social missions. It is substantiated that, for Ukraine, the development of SSE constitutes a strategic path toward strengthening social solidarity and integrating the informal economy. The key principles of the new paradigm are formulated, including the crosscutting nature of responsibility, a culture of integrity as an integrating foundation, the enhancement of the quality of national elites, and the development of moral leadership, formation of new institutions (communities, ecosystems), creation of social value by business. The role of the state is defined as that of a partner and coordinator that creates incentives for social innovation and ecosystems of social entrepreneurship. The functions of SES subjects in the formation of systemic responsibility are determined. It is proven that responsible quality elites and business behaviour, guided by the internal ethical motivation of leaders, is capable of transforming the environment “from the bottom up” — from business communities to the national level.
