Особливості формування системи стратегічного управління розвитком підприємств залізничного транспорту в умовах трансформаційних змін у бізнес-середовищі

Abstract

UA: У статті проаналізовано сучасний стан і тенденції розвитку підприємств залізничного транспорту. Окреслено ключові трансформаційні зміни середовища їх функціонування, пов’язані з реструктуризацією залізничної компанії, формуванням конкурентного ринку залізничних перевезень і поширенням масштабних цифрових змін у залізничній галузі. Зважаючи на трансформаційні зміни як внутрішнього, так і зовнішнього середовища розвитку підприємств залізничного транспорту, обґрунтовано доцільність перегляду підходу до стратегічного управління галуззю. Розкрито особливості формування та реалізації системи стратегічного управління розвитком підприємств залізничного транспорту з урахуванням ідентифікованих трансформацій. Доведено доцільність їх урахування під час реалізації стратегічного підходу до управління підприємствами залізничного транспорту з метою стабілізації їх стану й адаптації підприємств галузі до наростаючих зовнішніх та внутрішніх викликів.

EN: The article analyzes the current state and trends in the development of railway transport enterprises. Key transformational changes in the environment of their functioning related to the restructuring of the railway company and the formation of a competitive market for railway transportation and the spread of large-scale digital changes in the railway industry are identified. Taking into account the transformational changes in both the internal and external development environment of railway transport enterprises, the expediency of revising the approach to strategic management of the industry is justified. The features of the formation and implementation of the system of strategic management of the development of railway transport enterprises, taking into account the identified transformations, are revealed. Features of the formation and implementation of the system of strategic management of the development of railway transport enterprises are reflected from the point of view of taking into account such key changes in their growth environment as the formation of a competitive railway transportation market and the spread of digitalization processes in the railway industry. The main stages of formation and implementation of the system strategic management of the development of railway transport enterprises are revealed, which include: strategic analysis of the development of railway transport enterprises, strategic forecasting of the development of railway transport enterprises, strategic planning of the development of railway transport enterprises, implementation and monitoring of the effectiveness of the implementation of the development strategy of railway transport enterprises, adjustment and updating of the development strategy of railway transport enterprises in accordance with internal and external changes. The expediency of taking them into account in the implementation of a strategic approach to the management of railway transport enterprises in order to stabilize their condition and adapt industry enterprises to growing external and internal challenges is proved.
