Контурний підхід до управління проєктами розвитку підприємств залізничного транспорту

Abstract

UA: У статті обґрунтовано необхідність трансформації традиційних підходів до управління проєктами розвитку підприємств залізничного транспорту України в умовах цифровізації, воєнних і поствоєнних викликів та європейської інтеграції. Досліджено сучасні тенденції переходу від управління окремими проєктами до програмнопортфельної організації проєктної діяльності на прикладі залізниць Німеччини та Франції. Аргументовано, що цифрові технології мають розглядатися не лише як інструмент автоматизації проєктних процедур, а як основа інтеграції даних, ресурсів, компетентностей та управлінських рішень. Запропоновано контурний підхід до управління проєктами розвитку підприємств залізничного транспорту, який передбачає функціонування семи взаємопов’язаних контурів: стратегічного, організаційнооркестраційного, ресурсно-проєктного, цифрово-технологічного, інтелектуальноаналітичного, адаптивно-ризикового та контуру цінності та розвитку. Розкрито функціональне призначення визначених контурів та обґрунтовано їх замкнену взаємодію, що забезпечує безперервне організаційне навчання, накопичення проєктного капіталу, підвищення цифрової зрілості й адаптивності підприємств залізничного транспорту та формує передумови для їх стійкого розвитку в умовах невизначеності.

EN: The article substantiates the need to transform traditional approaches to managing development projects for Ukrainian railway transport enterprises amidst digitalization, wartime and post-war challenges, resource constraints, and European integration. It identifies that the current operating environment for railway transport is characterized by a highly dynamic external context, damage to and the need to restore transport infrastructure, shifting logistics routes, and heightened requirements regarding safety, operational continuity, and resource efficiency. The study examines modern trends in shifting from managing individual projects to a program- and portfolio-based organization of project activities, drawing on the experience of railway systems in Germany and France. It argues that the success of development projects depends not only on adhering to the schedules, budgets, and planned outcomes of individual projects but also on the ability to coordinate interconnected projects, programs, resources, and stakeholders in alignment with the strategic development priorities of railway enterprises. The article posits that digital technologies should be viewed not merely as tools for automating specific management procedures but as the foundation for creating a unified digital environment that integrates information flows, resources, competencies, and management decisions. A contour-based approach to managing development projects for railway enterprises is proposed, wherein the management system is conceptualized as a set of seven interconnected functional contours: strategic, organizational-orchestration, resourceproject, digital-technological, intellectual-analytical, adaptive-risk, and value-anddevelopment. The functional purpose of each circuit is outlined, and the nature of their interaction during the formulation and implementation of development projects is defined. It is demonstrated that the proposed approach creates the prerequisites for enhancing the digital maturity and adaptability of railway enterprises, improving the coordination of interconnected projects and programs, mitigating project risks, increasing resource utilization efficiency, and ensuring the sustainable development of industry enterprises amidst uncertainty, security threats, digital transformation, and structural changes in the transport sector.
