Адміністративно-правові та теоретико-організаційні аспекти управління якістю освіти у закладі вищої освіти

Abstract

UA: У статті досліджено адміністративно-правові та теоретико-організаційні засади управління якістю освіти у закладі вищої освіти в контексті євроінтеграції. Визначено недосконалість функціонування внутрішніх систем забезпечення якості. Запропоновано доповнити її застосування кількісного оцінювання на основі кваліметрії, нормованих показників і вагових коефіцієнтів. Обґрунтовано необхідність удосконалення методичних засад моніторингу та використання результатів у прийнятті управлінських рішень.

EN: The article examines the administrative-legal and theoretical-organisational foundations of education quality management at a higher education institution in the context of European integration and expanded institutional autonomy. The external and internal dimensions of quality and the problems caused by the excessive formalisation of internal quality assurance systems are analysed. The study uses systems, process and structuralfunctional approaches, analysis and synthesis of legislation and scholarly literature, elements of qualimetry, and graphical modelling. A methodological approach to quantitative assessment is proposed: an integral quality index is calculated from normalised indicators and weighting coefficients, taking into account whether an increase or a decrease in a particular indicator is desirable. Monitoring is treated as a continuous cycle of measurement, assessment of the current state, forecasting, corrective managerial action and feedback. The index is intended to complement, rather than replace, expert judgement and qualitative evidence, and may be used as an additional source of evidence in the accreditation of study programmes. Technology transfer is considered an additional indicator of the effectiveness of research and innovation activities. The paper substantiates the need for a unified methodological framework defining indicator selection, data sources, normalisation procedures, weighting methods, monitoring frequency, responsible actors and the use of results in institutional decision-making. The proposed approach is conceptual and requires validation using data from specific higher education institutions, including sensitivity analysis of weighting coefficients and assessment of forecast uncertainty.
