Abstract

UA: Адміністрування ринку транспортних послуг як компонента публічного управління залізничного транспорту України. Зазначено, що одним із завдань державного управління та адміністрування є здатність державного апарату забезпечити відповідну якість як на рівні політичного керівництва, так і на рівні публічного управління і адміністрування, підвищувати його ефективність і результативність не тільки з позицій управлінців, але й усіх громадян держави. Головне завдання держави у сфері функціонування і розвитку залізничного транспорту визначається як створення умов для економічного зростання, підвищення конкурентоспроможності національної економіки і якості життя населення через забезпечення доступу до якісних транспортних послуг. Враховуючи прийнятий напрям реалізації реформ на залізничному транспорті та необхідність інноваційної модернізації галузі, модель державного управління та адміністрування залізниць має враховувати пріоритетні напрями розвитку галузі, розкриваючи інструменти формування стратегічних переваг за такими складниками розвитку, як інноваційно-виробничий, інвестиційний, соціальний, енергетичний, екологічний. Для усунення головної причини критичного стану транспортної системи України та її подальшого розвитку на інноваційній основі необхідно вдосконалити елементи державного управління та адміністрування, орієнтовного на забезпечення транспортного сектору інвестиційними ресурсами з метою його комплексного розвитку. EN: The article deals with theoretical, methodological and applied aspects of state regulation of the market of transport services as a component of public administration and administration of railway transport of Ukraine. It is noted that one of the tasks of state administration is the ability of the state apparatus to provide appropriate management quality both at the level of political leadership and at the level of public administration and admin istration, to increase its efficiency and effectiveness not only from the positions of managers but also all citizens of the state. The main task of the state in the field of functioning and development of rail transport is defined as creating conditions for economic growth, increasing the competitiveness of the national economy and quality of life of the population by providing access to safe and high-quality transport services. The mechanism of state governance of the railway industry is quite complicated with an extensive system of state regulation bodies, each of which performs appropriate functions. The task of public administration is realized in the processes of the day-to-day functioning of management bodies connected with transport enterprises by management relations. However, national economic glitches remain unresolved, which adversely affect the functioning and development of the railway industry. Taking into account the adopted direction of implementation of reforms in the railway transport and the need for innovation in the modernization of the industry, the model of state regulation of railways development should take into account the priority directions of the industry development, revealing the tools of forming strategic advantages for such components of development as innovation, production, investment, social, energy, ecological and international . To eliminate the main reason for the critical state of the transport system of Ukraine and its further development on an innovative basis, it is necessary to formulate a state policy that is oriented towards providing the transport sector with investment resources for the purpose of its integrated development. The most important strategic direction of state regulation of the development of the railway transport system is balanced development of transport infrastructure. The scientific views of domestic and foreign scientists on the management of the development of railway transport services are characterized by diversity. Considering that enterprise managers need serious methodological assistance in making managerial decisions, first of all in the choice of strategic directions of activity, there is a need to develop methodological principles for building a management process for sustainable development of the enterprise.
