Підходи до визначення ефективності публічного адміністрування залізничної галузі

Abstract

UA: Розглянуто підходи до визначення ефективності управлінської діяльності комерційних підприємств та організацій сфери публічного адміністрування. Виділено основні складові ефективності публічного адміністрування залізничного транспорту за напрямками отримуваних результатів. Запропоновано підходи щодо визначення величини структурних складових та узагальнюючого інтегрального показника ефективності управлінських впливів публічного адміністрування залізниць. Класифіковано чинники, що здійснюють вплив на ефективність публічного адміністрування залізничної галузі. EN: The materials of the article substantiate the need to evaluate the efficiency of the public administration of the railway industry. The forms of manifestation of managerial influences on railway transport are categorized and the most typical objects of evaluation of acts certifying administrative decisions are presented. The expediency and the advantages and disadvantages of methods of determining the partial indicators of public administration efficiency are substantiated. It is proved that the efficiency of public administration is an integral indicator formed under the influence of the components: economic, social, functional, scientific and technical, and environmental component. Approaches to the definition of each structural component of the effectiveness of public administration are proposed. It has been noted that, unlike management of commercial enterprises, where economic efficiency is the most important in assessing the effectiveness of management influences, in the field of public administration, this structural component is secondary, giving way to the component of social efficiency. The approach to the definition of the integral indicator of the efficiency of public administration is proposed. The classification of factors influencing the efficiency of public administration of the railway industry is given.
