Еволюція трансформації системи державного регулювання малого та середнього підприємництва в Україні

Abstract

UA: У статті досліджено сучасний стан та тенденції розвитку малого та середнього підприємництва в Україні. Встановлено, що в значній мірі кризовий стан суб’єктів малого та середнього бізнесу зумовлений недосконалістю нормативноправової системи і багаторічною практикою декларативного виконання стратегічних та програмних ініціатив активізації розвитку суб’єктів цієї сфери. Вивчення еволюції становлення та розвитку системи державного регулювання малого та середнього підприємництва в Україні дозволило ідентифікувати основні етапи її трансформації, що відображають зміни законодавчої бази та інструментів державного регулювання цієї сфери. Розкрито етапи трансформації системи державного регулювання малого та середнього підприємництва в Україні і їх характерні риси. Доведено, що подальша гармонізація вітчизняного законодавства до світових правових норм та вимог реалізації державної політики у сфері малого та середнього підприємництва і повноцінне виконання затверджених державою ініціатив забезпечення їх сталого зростання сприятиме розбудові ефективно функціонуючого та конкурентоспроможного сектору малого і середнього бізнесу в Україні. EN: The article examines the current state and trends in the development of small and medium-sized businesses in Ukraine. It is established that to a large extent the crisis state of small and medium-sized businesses is caused by the imperfection of the regulatory system and the long-term practice of declarative implementation of strategic and program initiatives to activate the development of subjects in this sphere. The study of the evolution of the formation and development of the system of state regulation of small and medium-sized businesses in Ukraine allowed us to identify the main stages of its transformation, reflecting changes in the legislative framework and instruments of state regulation of this sphere. The evolution of the transformation of the system of state regulation of small and medium-sized businesses in Ukraine and the characteristic features of the selected stages are revealed. Thus, the first stage is the first stage is the formation of the regulatory framework for state regulation of entrepreneurship. The second stage is connected with the beginning of new approaches to state regulation of entrepreneurship. The third stage is caused by the formation of modern regulatory support for state regulation of entrepreneurship. The fourth stage is the implementation of qualitative changes in the system of state regulation of entrepreneurship. The fifth stage is dedicated to the beginning of a systematic approach to state regulation and support of small and medium-sized businesses. The current stage is related to the implementation of a strategic approach to state regulation and support of small and mediumsized businesses, taking into account the global trends of public administration of subjects of this sphere, it is proved that further harmonization of domestic legislation with world legal norms and requirements for the implementation of state policy in the field of small and medium-sized businesses and the full implementation of state-approved initiatives to ensure their sustainable growth will contribute to the development of an effectively functioning and competitive sector of small and medium-sized businesses in Ukraine.
