Особливості адаптації залізничного транспорту до загроз зовнішнього середовища його функціонування

Abstract

UA: У статті досліджено стан та тенденції розвитку залізничного транспорту України. На основі ідентифікації наростання обсягів технічно непридатної інфраструктури, збільшення парку морально застарілих та фізично зношених вагонів, погіршення рівня інноваційного розвитку залізничної компанії і зниження якості сервісного обслуговування клієнтів встановлено поглиблення кризового стану залізничного транспорту. Зазначено, що на сьогодні загострення внутрішніх проблем розвитку залізничного транспорту в значній мірі зумовлено негативним впливом факторів зовнішнього середовища його функціонування. На основі цього доведено доцільність удосконалення підходу до забезпечення адаптації залізничного транспорту до зовнішніх викликів. Вивчення наукових пропозицій щодо побудови системи і механізмів забезпечення адаптації залізничного транспорту до негативних змін у зовнішньому середовищі дозволило встановити доцільність застосування нових методів та інструментів забезпечення стабільного функціонування залізничного транспорту. Розкрито підхід до забезпечення адаптації залізничного транспорту до зовнішніх викликів, який ґрунтується на сучасних трендах забезпечення сталого розвитку залізничного транспорту і визначає інструменти досягнення його адаптації до зовнішніх кризових явищ. EN: The article examines the state and trends in the development of railway transport in Ukraine. Based on the identification of an increase in the volume of technically unsuitable infrastructure, an increase in the fleet of obsolete and physically depleted railcars, a deterioration in the level of innovative development of the railway company and a decrease in the quality of customer service, the deepening of the crisis state of railway transport was established. It is noted that today the aggravation of internal problems in the development of railway transport is largely due to the negative influence of environmental factors of its functioning. Based on this, the expediency of improving the approach to ensuring the adaptation of railway transport to external challenges is proved. The study of scientific proposals on the formation of a system and construction of mechanisms for ensuring the adaptation of railway transport to negative changes in the external environment allowed us to establish the feasibility of using new methods and tools to ensure the stable functioning of railway transport. The article reveals the approach to ensuring the adaptation of railway transport to external challenges, which is based on modern trends in ensuring the sustainable development of railway transport and defines the tools for achieving its adaptation to external crisis phenomena. Taking into account the processes of digitalization, collaboration, customization and outsourcing as tools for ensuring the adaptation of railway transport to external challenges, the following are defined: modern innovative solutions and services (innovative rolling stock; digital infrastructure; innovative diagnostic and monitoring solutions; digital cooperation platforms; multimodal services; robotic complexes); local collaboration, which is provided by joint training and advanced training programs of personnel, coaching programs, joint project groups, collaborative development strategies; customized offers, including: individual services and services for clients; new tariff policy and tariff innovations in accordance with the client's requirements; services for creating customized services for clients; organizational transformations that are implemented on the basis of a flexible organizational structure, diversification and optimization of the portfolio of business assets, agile-management and help-management tools, personal career growth cards, digitalization of recruitment processes.
