Стратегія розвитку інфраструктури залізничного транспорту України в умовах розширення транскордонного співробітництва

Abstract

UA: В статті визначено доцільність поглиблення транскордонного співробітництва залізничного транспорту з метою забезпечення розвитку його інфраструктури. Проведено оцінювання наявного рівня потенціалу залізничного транспорту щодо реалізації проєктів розвитку інфраструктури в межах транскордонних регіонів. Сформовано основні положення стратегії розвитку інфраструктури залізничного транспорту України в умовах розширення транскордонного співробітництва та розкрито загальний алгоритм поведінки АТ «Укрзалізниця» у питаннях розвитку транскордонних зв’язків з метою реалізації стратегічних для галузі інфраструктурних проєктів. EN: The article defines that in order to accelerate the integration of Ukrainian Railways into the system of European rail transportation, it is necessary to implement large-scale infrastructure development projects aimed at bringing its state in line with European standards and legislation in the field of transport by deepening cooperation within crossborder regions. It is established that currently most of the cross - border and international relations of the railway industry are implemented within the framework of bilateral or multilateral agreements, memoranda of cooperation with countries, as well as its participation in international organizations, associations and Coordination Committees on the development of railway transport. An assessment of the existing level of potential of railway transport for the implementation of infrastructure development projects within crossborder regions was carried out, the results of which made it possible to point out the inability of railway transport to independently ensure the implementation of infrastructure development projects and justify the need to expand research, production, investment and personnel cooperation of railway transport with cross-border regions. The main provisions of the strategy of infrastructure development of railway transport of Ukraine in the context of cross-border cooperation are formed, which is based on a system of tools for institutional, research, production and project components to ensure the expansion of cross-border relations for the implementation of infrastructure projects in railway transport. The goals and objectives for each of the selected components are revealed, and an algorithm for the development of cross-border cooperation of railway transport in the implementation of infrastructure development projects is presented.
