Оцінювання рівня економічної безпеки вагонної дільниці та виявлення чинників впливу (на прикладі Полтавської вагонної дільниці АТ «Українська залізниця»)

Abstract

UA: В статті отримала подальший розвиток методика оцінки рівня економічної безпеки вагонної дільниці з урахуванням більшої кількості локальних показників, що дозволяє точніше визначати рівень економічної безпеки вагонної дільниці та розробляти ефективніші заходи з його підвищення. Виконані розрахунки рівня економічної безпеки Полтавської вагонної дільниці за 2016 – 2020 рр., які показали колосальне зменшення рівня економічної безпеки у 2020 році порівняно з 2016 роком, а особливо з 2019 роком. Виявлені чинники зменшення рівня ЕБ вагонної дільниці у 2020 році порівняно з 2019 роком за допомогою діаграми Ісікави.

EN: The method of assessing economic security level of the Railcar Section has been further developed in the article. It is based on a larger number of local indicators which allows to assess the economic security level of the Railcar Section more accurately and to develop more effective measures for increasing it. Railcar Sections provide transportation of passengers, efficiency of the railcar fleet, implementation of measures for safe and uninterrupted movement of trains. Therefore, the level of their economic security is determined on the basis of the following indicators: labor productivity, revenue per one transported passenger, capital productivity, percentage of operating costs covered by transportation revenue, absolute liquidity ratio, fixed capital depreciation ratio, working capital turnover ratio and profitability of support activities. The level of economic security can be in the range (-1; +1). There are 5 zones: from -1 to 0 - the disaster risk zone, from 0 to 0.8 - the risk zone, from 0.8 to 0.95 - suitable security zone, from 0.95 to 0.99 - high security zone, from 0.99 to 1.00 - ideal security zone. The calculations of the level of economic security of production unit Poltava Railcar Section of Ukrzaliznytsia JSC for 2016 – 2020 have been done in the article. In 2016 - 2020 it was in the risk zone, and in 2019 it significantly improved - to 0.799 and almost reached the suitable security zone, but in 2020 it deteriorated sharply and appeared in the disaster risk zone (- 0.136). Factors of reducing the level of economic security of the Poltava Railcar Section in 2020 compared to 2019 have been identified using the Isikawa diagram. The main factors are: reduction of the number of transported passengers and consequently, of revenue, slowing down the turnover of working capital, supercritical depreciation of fixed assets. But the main cause is the decrease in traffic in 2020 due to the COVID-19 pandemic. Thus, the population of the car decreased from 52.0 passengers per a railcar to 3.4 passengers per a railcar. Thus, the objective reasons had a very significant impact on reducing the economic security level of Poltava Railcar Section. It should be taken into account while developing measures to increase this level.
