Удосконалення механізму ресурсозбереження на підприємствах залізничного транспорту

Abstract

UA: Досліджено зміст механізму ресурсозбереження на підприємствах в сучасних умовах господарювання і визначено його специфічні риси, обумовлені цільовими орієнтирами, корисністю ресурсів і граничними витратами. Обґрунтовано складові механізму ресурсозбереження на підприємствах залізничного транспорту, зокрема об’єкт, суб’єкт, підсистеми. Встановлено мету, завдання, принципи, інструментарій та визначено етапи системної реалізації ресурсозберігаючої діяльності підприємств залізничної галузі. EN: The content the resource-saving mechanism at enterprises in modern economic conditions is studied and its specific features are determined due to targets, resource usefulness and marginal costs. It is established that from the standpoint the activity approach, the mechanism resource conservation at railway transport enterprises is a set consistently implemented processes that determine the complex management impact on all management objects that participate in economic activities in order to reduce the total cost resources, thereby ensuring the effectiveness economic activities. The components the resource-saving mechanism at railway transport enterprises are substantiated, including: the transport and production process as a driving force and leading element that triggers the resource-saving mechanism in action; regulatory, organizational and methodological tools for achieving the goals resource-saving; monitoring resource consumption; resource-saving strategy, defining the corresponding goals as the planned result the resourcesaving mechanism; subsystems for managing organizational culture, personnel, innovative development and quality; objects management – business processes and the economic environment; subjects influence-managers who carry out, using methods and tools resource conservation, positive changes in the enterprise in the field rational use resources. It is determined that the purpose functioning the resource-saving mechanism at railway transport enterprises is to reduce the resource intensity production and economic activities, which is accompanied by a decrease in the man-made load on the environment and increase the economic efficiency management due to a responsible attitude to greening processes. The tasks, principles, tools are revealed and the stages systematic implementation resource-saving activities railway industry enterprises are determined. It is taken into account that the process resource conservation cannot proceed without material and technical, personnel, financial, informational, regulatory and socio-psychological support.
