Адаптивный подход к регулированию соотношения «эффект/ затраты» у потребителей и предприятий, изготавливающих энергосберегающую технику для железных дорог

Abstract

RU: Рассмотрены особенности применения адаптивного подхода для повышения социальноэкономической эффективности энергосберегающей инновационной техники для железных дорог. Разработаны экономико-математические зависимости для учета влияния изменяющихся соотношений «эффект/затраты» у производителей и потребителей инноваций. Определена необходимость применения макроэкономического воздействия, стимулирующего создание полифункциональных инноваций, обновление номенклатуры продукции и технологии производства для целевого управления этим соотношением, а также направленного подбора инноваций для обеспечения предельно высоких его значений. Розроблені економіко-математичні залежності для врахування впливу співвідношень «ефект/витрати», що змінюються у виробників і споживачів інновацій. Установлена необхідність застосування макроекономічного впливу для стимуляції створення поліфункціональних інновацій, оновлення номенклатури продукції та технології виробництва для цільового управління цим співвідношенням, а також спрямованого підбору інновацій для забезпечення гранично високих його значень. EN: The distinctive features of the adaptive approach application in order to increase energy-saving innovative eguipment for railways social and economic effectiveness are considered. The economical and mathematical relations for the purpose of to take into account the influence of the constantly changing expenditures of the manufacturers and the achived effectiveness of the innovation consumers were developed. Basing on this model in the current paper was explored the impact of the expenditures for the energy-saving innovations producing and organization by manufacturing enterprises which are producing the engineering products on the total product effectiveness. It was demonstrated that the total energy-saving usefulness may be significantly increased by augmenting the consumers rating and the degree of impact of innovation on the effectiveness of the consumer activity and the manufacturer investments immensity. The article indicates the necessity of utilizing macroeconomical methods and state regulation which would initiate the creating of the high-quality innovations, updating the production and manufacturing technology nomenclature with the aim of targeted management of the total amount of the factor of “effect/expenditures”, and also for intent selection of the new kinds and types of the innovations to ensure ceiling amounts of this factor. The adaptive algorithm for governing of the above mentioned factor was proposed.
